Overview:

We are seeking a Senior Medicaid Waiver Policy Consultant who will support our NYS Agency client, by providing expertise on the implementation and monitoring of the 1115 Medicaid waiver amendments. The Medicaid Waiver Policy Consultant is a key member of the advisory team responsible for translating federal and state policy requirements into operational processes. This role will also be responsible for conducting gap analyses of existing waiver programs, identifying opportunities for improvement, and advising stakeholders on best practices drawn from experience in other states. You will provide strategic guidance, technical expertise, and project management support to ensure stakeholder engagement, regulatory compliance, and successful execution of waiver objectives.

Duties:

  • Review, draft and revise 1115 waiver materials that may be submitted to CMS.

  • Assess current-state policies and initiatives; identify opportunities within 1115 authorities to advance NYS priorities (e.g., BH integration, HCBS capacity, care management, social care).

  • Analyze national waiver strategies and CMS policy guidance to inform NYS waiver design.

  • Draft policy options, concept papers, and amendment narratives; align with federal guidance and precedent from peer states.

  • Prepare and refine waiver applications/amendments/renewals; support CMS negotiations, RAI responses, and stakeholder comment cycles.

  • Prepare technical documentation, including timelines, presentations, and internal/external briefings for CMS, legislative bodies, and other stakeholders.

  • Provide project support including tracking deliverables, managing timelines, and coordinating across internal and external workgroups.

Mandatory Qualifications:

  • 8+ years of experience providing consulting services on Medicaid programs to a state government agency.

  • 4+ years of direct experience specifically related to 1115 waiver design, development, or implementation.

  • State-side perspective (e.g., served within a state Medicaid agency or as an embedded consultant/advisor to that agency),

  • 2+ years of experience working directly with CMS

  • Proven track record drafting waiver applications, amendments, STC implementation plans, RAIs, and public comment materials.

  • Experience translating policy into operational and IT requirements

Desirable Qualifications:

  • Familiarity with the 1915c waiver or other Medicaid waiver programs

  • Familiarity with prior 1115 initiatives.

  • Familiarity with CMS reporting requirements and project lifecycle management

  • PMP certification or formal training in project management practices.

  • Advanced degree in Public Policy, Public Health, Health Administration, or related field.
