Introduction:

This position will be working as an Ohio Department of Medicaid (ODM) Office of Information & Technology Services (ITS) Senior Business Analyst for ITS in-house projects and will also be involved in various Ohio Medicaid Enterprise Systems (OMES) modules implementation projects as needed. The position will function as a member of the ITS team.

Responsibilities:

  • Act as the intermediary between business and IT, using a deep understanding of business processes and technology to help business partners achieve their desired outcomes.
  • Work with business partners to elicit high-level requirements and capture business needs.
  • Understand the customer journey and define user requirements.
  • Identify unarticulated business needs and coordinate between stakeholder groups to address them.
  • Provide consultative support on business-led technology initiatives.
  • Work with technical team in creating prototypes and codesigning innovative solutions.
  • Elicit, analyze, specify, and validate the business needs of stakeholders.
  • Collaborate with project sponsors to determine project scope and vision.
  • Conduct interviews to gather customer requirements via workshops, questionnaires, surveys, workflow storyboards, use cases, scenarios, and other methods.
  • Identify and establish scope and parameters of requirements analysis on a project-by-project basis to define project impact, outcome criteria, and metrics.
  • Work with stakeholders and project team to prioritize collected requirements.
  • Research, review, and analyze the effectiveness and efficiency of existing requirements-gathering processes and develop strategies for enhancing or further leveraging these processes.
  • Analyze and verify requirements for completeness, consistency, comprehensibility, feasibility, and conformity to standards.
  • Develop and utilize standard templates to write requirements specifications accurately and concisely.
  • Translate conceptual customer requirements into functional requirements and non-functional requirements in a clear manner that is comprehensible to developers/project team.
  • Create process models, specifications, diagrams, and charts to provide direction to developers and/or the project team.
  • Develop and conduct peer reviews of the business requirements to ensure that requirement specifications are correctly interpreted.
  • Manage and track the status of requirements throughout the project lifecycle; enforce and redefine as necessary.
  • Assist in defining and executing test cases.
  • Communicate changes, enhancements, and modifications of business requirements — verbally or through written documentation — to project managers, sponsors, and other stakeholders so that issues and solutions are understood.
  • Work collaboratively with Medicaid ITS team and OMES modules key project staff to ensure project needs for functionality are attained as reflected in the requirements for the solution.
  • Review and provide feedback on deliverables to ensure the deliverables are completed with quality.
  • Provide guidance and/or instruction to junior staff members.
  • Perform other duties as assigned.

Requirements:

Required Skill Sets:

  • Required Education: BS/BA degree or combination of education & experience
  • 10-14 years of broad IT domain experience in three or more of the following areas: Applications Development, Enterprise/Solution Architecture, Project Management, Vendor Management, Quality Assurance, Infrastructure, and Maintenance and Support.
  • 8+ years of IT Business Analyst working experience, especially in developing business requirements, functional requirements, and non-functional requirements.
  • Experience conducting facilitated workshops for requirements gathering and analysis with multiple entities.
  • Experience creating workflows using formal notation such as the Business Process Modeling Notation (BPMN).
  • Extensive experience in converting business requirements and functional requirements to use cases and user stories with acceptance criteria.
  • Demonstrated ability to engage both developers and business partners to achieve target outcomes.
  • Demonstrated knowledge of both traditional Waterfall and Agile methodologies.
  • Demonstrated ability to quantify resource requirements and measure and communicate proposed project benefits.
  • Experience developing report/dashboard specifications.
  • Experience developing Requirements Traceability Matrix.
  • Strong organization and writing skills. Experienced developing graphic representations.
  • Excellent written and oral communication skills interacting with technical and business teams.
  • Excellent analytical and problem-solving skills.
  • Strong risk assessment, problem resolution, negotiation, and influencing skills.

Desired Skill Sets:

  • IIBA-certified Business Analyst
  • 3+ years of experience in Medicaid and/or healthcare systems development projects
