Job Description

ECS is seeking a Sr. Technical Application Project Manager to work in our Memphis, TN office.

ECS is seeking a seasoned Technical Application Project Manager, TAPM, for our USPS customer. The TAPM must manage complex and large-scale technical IT application projects simultaneously across organizations. The Project Manager (TAPM) leads the implementation of IT solutions and services while working closely with technical teams to ensure IT projects are delivered on time, within scope, and on budget.

The TAPM manages and oversees the technical project portfolio ensuring inter-project dependencies are managed and program goals are achieved. The TAPM uses technical skills and experience which involve knowledge of the organization's technology capabilities and technical details like coding, testing, and infrastructure. The TAPM participates in program road map development detailing tasks, milestones, and roles while promoting product success and future growth.

The TAPM leads a team of software engineers and automation testers and works directly with the customer and all levels of management to improve processes and ensure the success of technical projects across the organization. The TAPM works with business stakeholders to understand program requirements and determines the scope, resources needed, and time required for development, testing, and implementation. The TAPM completes all required release and user documentation in support of successful deployments. The TAPM coordinates efforts between technical teams and individuals from other departments for input.

The TAPM generates multiple routine and adhoc reports that are timely, accurate, and succinct for stakeholders, management, and customers. Reports include financial, technical, project, and performance related elements for executive decision-making for current and future planning. The TAPM shares crucial information that can affect product design or delivery.
The TAPM adapts project management frameworks like scrum/agile project management to the current and future organizational processes. The TAPM seeks opportunities to continually enhance business processes to suit a rapidly changing business. The TAPM must adapt and change to support a growing IT organization responsible for the Postmaster General and related initiatives.

The TAPM provides contingency plans for projects and responds to potential risks while overseeing their projects. The TAPM is responsible for leading and mitigating any unforeseen risks impacting operations, budget, security, and overall business.
The TAPM oversees the entire SDLC while providing leadership across the organization. The TAPM must have exceptional leadership skills to include measuring performance, motivating team members, resolving conflicts, maintaining calendars/work schedules/timesheets, and solving problems through innovation and sustainability. The TAPM must onboard all new hires while maintaining a harmonious and productive team.

The TAPM must be confident in their skills and abilities to successfully negotiate and compromise with individual contributors and all levels of management and perform conflict resolution. The TAPM drives team collaboration, risk reductions, employee retention, and resource acquisition while satisfying the customer needs and exceeding expectations.

Additional responsibilities:
  • Using agile methodology values, principles, and practices to plan, manage, and deliver solutions.
  • Training, mentoring, and supporting scrum teams to follow agile values, principles, and practices.
  • Determining and managing tasks, issues, risks, and action items.
  • Scheduling and facilitating scrum events, meetings, and decision-making processes.
  • Monitoring progress and performance and helping teams to make improvements.
  • Planning and organizing demos and product/system testing.
  • Ensuring the proper use of collaborative processes and removing impediments for the scrum team.
  • Tracking project processes, deliverables, and financials.
  • Lead the scrum team in using Agile methodology and scrum practices.
  • Helping the product owner and development team to achieve customer satisfaction.
  • Remove impediments and coach the scrum team on removing impediments.
  • Resolve conflicts and issues that occur.
  • Support the product owner and provide education where needed.
  • Preparing and presenting routine and ad hoc status reports to stakeholders.
  • Coordinating deployments with Release Management.
  • Manage timekeeping, personnel performance, personnel evaluations, hiring, and on-boarding.


Required Skills

  • Bachelor's degree in computer science, information technology, or a relevant field preferred.
  • Certified Scrum Master, SAFe preferred.
  • 15+ years of experience as a project/program manager and scrum master or in a similar role.
  • Working knowledge of agile methodology, techniques, and frameworks, such as Scrum or Kanban, to deliver solutions.
  • Knowledge and experience with estimating time/cost of requirements and projects related to application development.
  • 3+ Years GIT & ALM Experience.
  • Leadership and management experience.
  • Excellent people and project management skills.
  • Strong communication and presentation skills.
  • Strong analytical and problem-solving skills.
  • Cloud knowledge.
  • AI Software Development knowledge (familiar with tools such as Copilot).
