Overview

Logistics Management Institute (LMI) is seeking a highly skilled Subject Matter Expert Level Operations Research Analyst to provide expert support for the N2W Integration & Readiness Assistant Program Manager. This role is integral to ensuring the continuity and success of mission-critical tasks for the National Geospatial-Intelligence Agency (NGA).

Responsibilities

You will serve as a project scheduler for the N2W program with the responsibilities to:
  • Serve as N2W technical advisor for all N2W IMS management related functions.
  • Perform quality control and quality assurance analysis of schedule data to ensure integrity of related data links in an environment of ongoing and continuous schedule data change.
  • Perform quality control of graphics, ensuring accuracy so that they can support briefings to senior NGA leaders, and members of Congress.
  • Provide advanced graphics to depict different aspects of the program in accordance with industry best practices for large construction projects.
  • Define and communicate impacts of schedule variance on N2W schedule critical path, near critical paths, task/activity float, and impacts of changes on linked/related program dependencies to assist management with decision making and policy formulation.
  • Submit technical writings communicating schedule and programmatic issues.
  • Audit previous versions of schedule files on Project Server, and provide forensic details on activities to understand changes over time (when were activity attributes updated).
  • Understand entire N2W project schedule in detail - what every activity thread supports, any gaps in planning, critical handoff points between teams, and be able to identify incorrect linkages or other attributes that may have been incorrectly planned.
  • Provide expertise in the use and manipulation of MS Project capabilities, to include development and use of compatible coding/scripting necessary to automate repetitive schedule analysis tasks and produce recurring standard schedule-related reports.
  • Develop, integrate, maintain and perform analysis on the N2W IMS. The N2W IMS is maintained on MS Project Servers and consists of several sub-projects developed and imported from various sources, to include Primavera servers at USACE centers of excellence, MS Project servers at NAVAIR, and various other MS Project data from internal NGA stakeholders.
  • Receive, format, correct/debug, and integrate multiple sub-project data sets (in MS Excel, Primavera P6 and MS Project formats) into MS Project based IMS on a regular, defined schedule.
  • Create, modify, and filter network schedules from various information sources.
  • Identify and coordinate resolution of technical conflicts/incompatibilities between MS Project data residing on NGA servers and data received from external N2W project partners.
  • Identify and coordinate resolution of technical conflicts/incompatibilities between IMS integration and maintenance processes required to maintain timely and accurate monthly synchronization and publication of the N2W IMS.
  • Provide resource management support/oversight to IMS Lead for 2 mid-level operations research analysts to ensure mission continuity and task success.
  • Document & support implementation of IMS improvements & best practices.
  • Provide N2W PMO half-time on-site, on-demand IMS team leader support.

Qualifications

Required:
  • Possess a DoD TS/SCI clearance, with ability to obtain Counterintelligence Polygraph
  • At least 10 years demonstrated scheduling experience on at least two unrelated projects involving complex integration and engineering of multiple systems, contractors and agencies.
  • Demonstrated development of a complex integrated master schedule, meeting with stakeholders and building line-by-line schedules in MS Project.
  • Demonstrated experience in the manipulation of MS Project files, to include data residing in multiple complex sub-projects residing both locally and on remote server locations.
  • Demonstrated experience conducting analysis and developing metrics on schedule data to determine project trends and inform leadership decisions.
  • Demonstrated experience in customizing Visual Basic coding/scripting to MS Project in order to maximize automated schedule analysis.
  • Demonstrated experience importing data into MS Project from other data sources, such as MS Excel or Primavera.

Desired:
  • Prior experience with large, complex schedules, especially for major IT, security, and/or construction projects is desired.
  • Related experience in a complex mega facilities project.
  • Previous experience as a Control Account Manager.
  • MS Project 2010 or 2013 certification.
  • Certification as Project Management Institute Scheduling Professional (SP) or Planning and Scheduling Professional (PSP).
