$108,888.00-$ 155,563.20

Systems Analyst 3 understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be; summarized, and formats for reports. This position performs all duties and responsibilities in accordance with the Mission, Vision, and Core Values of Cayuse.

Responsibilities

  • Lead user research initiatives and journey mapping to gain deep insights into user interactions and identify opportunities for optimization.
  • Develop wireframes, prototypes, and visual hierarchies in accordance with established accessibility guidelines and branding standards.
  • Collaborate with Code for America and cross-functional teams to apply industry best practices.
  • Engage in discovery workshops, feedback sessions, and sprint planning to ensure that design decisions are aligned with business objectives.
  • Employ a comprehensive suite of tools and implement usability testing, responsive design, and SEO optimization strategies.
  • Complex System Design: Ability to understand and design for complex business logic and regulatory requirements, particularly in domains like government services, healthcare, or finance.
  • Understanding of Accessibility Standards: Knowledge of WCAG and other accessibility guidelines to ensure inclusive design. Interpreting new and changing business requirements to determine the impact and proposing enhancements and changes to meet these new requirements.
  • Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.
  • Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system.

Qualifications

Here's What You Need
  • 8 years' experience as a business analyst with PeopleSoft FSCM 9.2.
  • 8 years' experience as a business analyst, specifically in Accounts Receivable and Billing module implementations.
  • 8 years' experience as a business analyst in gathering requirements and conducting fit/gap analysis with subject matter experts.
  • 8 years' experience in performing hands-on end-to-end system integration testing with third-party interfaces.
  • 8 years' experience with Microsoft O365 applications (Word, Excel, PowerPoint, Visio)
  • 8 years' experience working with MS Teams in a large team setting.
  • Demonstrated ability to collaborate with technical and non-technical teams, translating business needs into intuitive design solutions that align with accessibility and branding standards.
  • Empathy and User Advocacy: Deep commitment to understanding user needs and advocating for user-centered design principles
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

  • Ability to handle sensitive and confidential information appropriately





Desired Qualifications:
  • Bachelor's degree in graphic design, Human-Computer Interaction, Computer Science, or related field.
  • 5 years' experience designing graphical diagrams and visual narratives to communicate timelines, workflows, and system architecture.
  • 4 years' experience working with a public sector organization (Federal, State, or Local Government)
  • 3 years demonstrated ability to facilitate design workshops and feedback sessions with stakeholders, ensuring alignment with business goals and user needs.
  • 2 years as a business analyst in General Ledger
  • 2 years' experience working with the Texas Comptroller of Public Accounts (CPA) CAPPS Financials system
  • 2 years' experience with PeopleSoft Approval Workflow Engine (AWE)
  • 1 year experience with SharePoint
  • 1 years' experience with Jira
  • 1 years' experience working with the Scrum framework

Reports to: Program Manager

Working Conditions
  • Professional hybrid office environment, with the ability to work onsite in the main office.
  • Must reside in the Austin area.
  • Must be physically and mentally able to perform duties extended periods of time.
  • Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of this position.
  • Must be able to establish a productive and professional workspace.
  • Must be able to sit for long periods of time looking at computer screen.
  • May be asked to work a flexible schedule which may include holidays.
  • May be asked to travel for business or professional development purposes.
  • May be asked to work hours outside of normal business hours.
  • Travel costs, per diem, and other related expenses must be pre-approved in compliance with State of Texas travel guidelines.
