Assignment Description
The selected Senior Business Analyst will support the modernization of the Social Assistance reporting platform (Legacy Cognos system). The role involves working closely with an agile product team to redesign the existing data model, ensuring scalability and flexibility for Ministry analytical and operational reporting needs.
Key Responsibilities
  1. Backlog Management - Collaborate with Product Owner to refine and prioritize product backlog.
  2. Sprint Planning - Define sprint scope/objectives ensuring alignment with business goals.
  3. Requirement Elicitation - Gather and clarify requirements via user stories and acceptance criteria.
  4. Continuous Improvement - Participate in sprint retrospectives to improve performance and quality.
  5. User Story Development - Create actionable user stories for development teams.
  6. Stakeholder Collaboration - Act as liaison between business stakeholders and development team.
  7. Documentation & Reporting - Maintain documentation and report on project progress and KPIs.
  8. Data Profiling & Analysis - Use Databricks to profile and analyze data for logic refinement and design.
Skill Set Requirements
Technical Knowledge & Expertise (35%)
  • MUST HAVE:
    • Led business transformation/data migration projects.
    • Business architecture for data warehouses/marts/lakes (Azure).
    • Hands-on expertise with Azure Databricks, SQL, PySpark.
    • Experience in enterprise data warehouse design and data management.
  • Other Skills:
    • Data modeling, source-to-target mapping.
    • Knowledge of SDLC, ITIL, accessibility standards (AODA, WCAG 2.1).
    • Familiarity with IBM CURAM, Social Assistance Management Systems (Nice to Have).
Business Analysis & Problem-Solving (25%)
  • MUST HAVE:
    • Strong in requirement elicitation, data analysis, profiling.
    • Experience writing user stories in Azure DevOps.
  • Other Skills:
    • Translating business needs into design models.
    • Recommending and validating solution approaches.
    • Developing technical and business documentation.
Organizational & Project Management (20%)
  • Project/task estimation, control, and scheduling.
  • Documentation for knowledge transfer.
  • Phased delivery planning and skills development approach.
Communication & Interpersonal (20%)
  • Communicate changes and recommendations to stakeholders.
  • Prepare business cases, user guides, and training material.
  • Facilitate discussions on technical options with non-technical stakeholders.
