Job Description:

We are seeking a Senior IT Business Planning Manager to lead strategic alignment between IT services and business objectives. The ideal candidate will be a seasoned professional who thrives in a fast-paced environment and can communicate effectively across business and technical teams. You will play a pivotal role in aligning technology initiatives with enterprise goals while ensuring compliance with state IT policies, particularly Rules 60GG-1 through 5, F.A.C.

Key Responsibilities:

  • Collaborate with leadership to document IT business goals and translate them into actionable requirements.
  • Conduct gap analyses and support integration of new/existing technologies.
  • Develop business cases, feasibility studies, and facilitate strategic planning sessions.
  • Act as a strategic liaison between IT and business offices.
  • Lead process redesign and assess impact of proposed technology changes.
  • Support multiple high-impact, enterprise-level projects.
  • Summarize technical data into executive-level presentations.

Required Experience & Qualifications:

  • Bachelor s degree in Computer Science, Information Systems, Business Administration, or related field (or equivalent work experience).
  • Minimum 7 years experience in IT/business roles with exposure to diverse technical environments.
  • Strong background in strategic planning, project management, tactical solutioning, and business process improvement.
  • Extensive experience with resource and demand management, data management, and business intelligence tools.
  • Must have worked in public sector IT environments.
  • Scrum Master certification is a plus.

Technical Skills & KSAs:

  • Knowledge of transportation technology and enterprise systems.
  • Strong understanding of project and program management methodologies.
  • Proven ability to produce and manage documentation (functional specs, workflows, context diagrams).
  • Familiarity with relational databases, testing methodologies, and data conversion practices.
  • Proficient in MS Word, Excel, PowerPoint, Visio, Power BI.
  • Understanding of Agile practices and Florida state IT rules (Rules 60GG-1 through 5, F.A.C.).
  • Strong communication, leadership, and interpersonal skills.

Preferred Qualifications:

  • Experience performing QA reviews and maintaining compliance with documentation standards.
  • Knowledge of accounting principles and data validation techniques.
