About the Role
We're seeking an experienced and strategic Project Manager to lead the modernization of the Invoice Tracking System for the Texas Department of State Health Services (DSHS) CFO. In this role, you'll drive end-to-end project execution, ensuring alignment with business goals, compliance with state regulations, and delivery within scope, time, and budget. You'll collaborate with cross-functional teams, manage stakeholder expectations, and champion agile best practices to deliver a scalable, future-ready solution.

About the Role
We're seeking an experienced and strategic Project Manager to lead the modernization of the Invoice Tracking System for the Texas Department of State Health Services (DSHS) CFO. In this role, you'll drive end-to-end project execution, ensuring alignment with business goals, compliance with state regulations, and delivery within scope, time, and budget. You'll collaborate with cross-functional teams, manage stakeholder expectations, and champion agile best practices to deliver a scalable, future-ready solution.
Responsibilities
- Lead the full project lifecycle for the Invoice Tracking System replacement, from planning through execution and delivery
- Facilitate stakeholder meetings, manage project milestones, scope, budget, risks, and change requests
- Ensure timely reporting and documentation, including status updates, risk logs, and compliance reports
- Oversee the development and validation of SDLC artifacts, ensuring business requirements are accurately translated into technical specifications
- Drive agile delivery practices, including sprint planning, backlog grooming, and progress tracking
- Foster strong relationships with internal and external stakeholders to ensure alignment and transparency
- Ensure all deliverables meet quality standards and are completed as "works made for hire" in accordance with HHSC policies
Minimum Qualifications
- 10+ years of experience managing large-scale, cross-functional IT projects
- Proven ability to analyze complex problems, develop solutions, and deliver concise reports
- Deep understanding of SDLC processes and experience facilitating technical and business collaboration
- Strong communication, stakeholder management, and presentation skills
- Experience working in fast-paced, collaborative environments with a focus on continuous improvement
- 8+ years of experience with Agile methodologies and sprint-based project delivery
- PMP Certification (must be listed on resume; proof required upon request)
Preferred Qualifications
- 5+ years of experience implementing Agile practices within Texas State Agencies
- 5+ years of experience in healthcare or public health environments
- Familiarity with government procurement, compliance, and reporting standards
