Job Details

Title: Project Manager 3 / Scrum Master
Location: Richmond, VA (1401 E. Broad St.) Hybrid, Local Candidates Only
Duration: 8+ Month Contract
W2 Role
Interview: Phone + WebCam

Note: Candidates must provide Active PMP certification (PMI or VITA) and CSM certification copy at time of submission.

Onsite requirement: 2 3 days per week in Richmond, VA.

Responsibilities:

  • Drive project delivery through full lifecycle: planning, releases, resource allocation, risks, scope, schedule, and delivery.

  • Facilitate Agile ceremonies: Sprint Planning, Daily Standups, Retrospectives, Sprint Demos, Story Refinement, Release Planning.

  • Track and communicate progress (schedule, cost, risks) with team, stakeholders, and leadership.

  • Remove obstacles, protect teams from distractions, and foster effective collaboration.

  • Support Product Owner in backlog management and prioritization.

  • Track team velocity and other Agile metrics, promoting continuous improvement.

  • Ensure compliance with VDOT & VITA project management practices.

  • Additional responsibilities as assigned.

Required Skills & Certifications:

  • Active PMP (PMI or VITA)

  • Certified Scrum Master (CSM)

  • 10+ years experience with SDLC & Project Management

  • 5+ years experience with Scrum/Kanban Agile methodologies

  • 8+ years strong interpersonal skills (mentoring, coaching, collaboration, team building)

  • Proficiency with Microsoft Project

Desired Skills:

  • SAFe Certification (preferred)

  • Experience with SAFe Framework
