PeopleSoft Security Administrator

Client: Maricopa Community Colleges
Engagement Type: Contract (Time & Materials)
Location: Remote must align to Mountain Standard Time (MST) business hours
Duration: 3 months (516 hours), awaiting decision from customer by this week, which will establish start date.
Rate Target: $100/hr

Project Overview

Maricopa Community Colleges seeks an experienced PeopleSoft Security Administrator to support the security, stability, and governance of its enterprise PeopleSoft applications: Human Capital Management (HCM), Financial Supply Chain Management (FSCM), and Campus Solutions (CS).

The consultant will partner with Maricopa s Identity and Access Management (IAM) team and key application stakeholders to provide proactive production support, assess existing security configurations, identify risks, and define a roadmap for future improvement.

Key Responsibilities

Support

  • Provide day-to-day PeopleSoft application security support across HCM, FSCM, and Campus Solutions.
  • Configure, maintain, and troubleshoot roles, permission lists, user profiles, and row-level security.
  • Collaborate with Maricopa s IAM team and lead security administrator to manage and monitor user access.
  • Assist with user onboarding and offboarding processes to maintain appropriate access controls.
  • Deliver knowledge transfer sessions as part of ongoing security support activities.

Assess

  • Conduct a high-level assessment of existing PeopleSoft security architecture and governance practices.
  • Identify risks, inefficiencies, and gaps in current role design, segregation of duties, and provisioning workflows.
  • Recommend improvements based on PeopleSoft security best practices and ERPA client experience.
  • Review security documentation to ensure consistency and compliance across applications.

Report

  • Develop actionable recommendations with estimated remediation timelines and level-of-effort guidance.
  • Provide weekly status reports summarizing accomplishments, open issues, and planned activities.

Required Qualifications

  • 7+ years of hands-on experience with PeopleSoft Security Administration.
  • Proven expertise across PeopleSoft HCM, FSCM, and/or Campus Solutions 9.2.
  • Strong understanding of PeopleTools security architecture, including permission lists, roles, user profiles, and query/report security.
  • Experience with row-level security, LDAP/SSO integration, and coordination with IAM or IT security teams.
  • Familiarity with audit controls, compliance frameworks, and least-privilege access principles.
  • Ability to analyze, document, and communicate complex security concepts to both technical and non-technical stakeholders.
  • Prior experience supporting higher education or large public sector clients strongly preferred.
