Job Description:

The Florida Department of Law Enforcement (FDLE) is seeking an experienced Systems Analyst to support the MEPIC Technology Upgrade Project, a large-scale modernization effort for their Missing Endangered Persons Information Clearinghouse system.

As part of a team of architects, analysts, and developers, the selected candidate will contribute to the design, development, testing, and deployment of a new enterprise application built on Java (J2EE) and MS SQL Server 2019, adhering to modern software development best practices and FDLE's enterprise architecture standards.


Responsibilities:

  • Analyze, design, and develop system components using J2EE, Angular, and MS SQL Server

  • Transform requirements gathered in JAD sessions into technical solutions

  • Create technical documentation including design specs, test plans, and deployment plans

  • Collaborate with cross-functional stakeholders to gather and clarify requirements

  • Ensure compliance with FDLE's project control processes and change control procedures

  • Lead or assist in technical planning, integration, and implementation tasks

  • Provide knowledge transfer and support documentation for ongoing maintenance teams


Deliverables:

  • Documented technical requirements and design specifications

  • Tested and documented application components (positive & negative scenarios)

  • Contributions to the system security plan and operations & maintenance guide

  • Active issue identification and risk mitigation strategies

  • Effective communication with FDLE leadership and project stakeholders


Required Skills and Experience:

  • Bachelor s degree in Computer Science, IT, or related field

  • 7+ years of experience designing and developing enterprise IT systems

  • Proficiency in:

    • Java/J2EE (JSP, EJB, JDBC, JSF)

    • JBoss 7.x

    • MS SQL Server 2019, PL/SQL (stored procedures, triggers, views)

    • HTML, XML, Web Services, Angular

  • Experience with large-scale integration and system implementation

  • Strong communication and documentation skills

  • Ability to work collaboratively in a multi-vendor environment


Preferred Qualifications:

  • Master s degree in Computer Science or related IT field

  • Experience on government, law enforcement, or public safety projects

  • Familiarity with Agile or hybrid SDLC methodologies


Additional Requirements:

  • 3 client references for similar IT projects

  • Willing to work on-site in Tallahassee, FL
