General Statement of Duties
Closing Date: This position closes on Monday, June 23, 2025.
Plans, manages and provides policy direction on difficult and advanced engineering work in the field and in the office for an assigned department; does related work as required.
Essential Duties
The primary focus of this position is to administer traffic signal timing improvements across Henrico County's vast and growing network of traffic signals. This position will analyze traffic count data and will create and ultimately implement customized signal timing plans through a centralized traffic signal management database. This position will utilize traffic modeling software to design and optimize traffic signals, corridors, and networks throughout the County to improve mobility. The incumbent will be responsible for developing various roadway network models for the purpose of evaluating the effectiveness of proposed traffic signal timing solutions. These models will be deliverable to the County for use on other projects. Other duties of this position may include but are not limited to the calculation, review, implementation, and evaluation of signal clearance intervals, the collecting, organizing, and consolidating of various inventories into a centralized point of access, and other related topics.
Minimum Qualifications
Possession of a four (4) year degree in a relevant recognized field of engineering from an ABET accredited engineering program and four (4) years of related professional experience, to include one year of supervisory experience; OR, any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Additional Information
Requires a valid professional engineer license (PE License) issued by the Virginia Department of Professional and Occupational Regulation APELSCIDLA Board.
A criminal history record check and fingerprinting is conducted on all persons conditionally offered employment, including a conditional offer of initial employment, or a conditional offer to promote, demote, or laterally transfer an employee.
May require possession of a valid driver's license issued by the Commonwealth of Virginia.
This position is only available to retirees of Henrico County Public Works, Division of Traffic Engineering, and salary will be commensurate with experience.
The incumbent shall have a minimum of 25 years of experience in traffic signal timing management.

- Extensive knowledge of engineering principles and practices as it relates to the assigned position and department
- Thorough knowledge of legal, administrative, and technical aspects of applicable local, state and federal codes and referenced standards

- Thorough knowledge of environmental impacts, relevant to storm water management, and erosion control principles and practices, as applied to the construction of County infrastructure projects
- Ability to create and review complex construction documents, designs and proposals for cost, design requirements and compatibility (compliance) with County standard, guides and applicable local, state and federal requirements
- Ability to use various instruments to measure and analyze data
- Ability to organize technical material in good report form
- Ability to perform difficult engineering computations
- Ability to make comprehensive recommendations to engineering problems
