What You Will Do

This position is for a Science-Engineer Program Manager 2 (SCPM 2) within the Associate Laboratory Directorate for Weapons Production, Nuclear Productions Operations (ALDWP-NP), Nuclear Materials Management (NMM) Program Office. The NMM program at LANL is organized into three areas: compliance, oversight, and special projects. NMM implements DOE Order 410.2, Management of Nuclear Materials which provides the compliance requirements for the coordination of nuclear material management activities across the DOE/NNSA complex. The NMM program administers LANL's nuclear material inventory as a strategic asset for the execution of work across the breadth of the programmatic missions for the entire Laboratory. The NMM program also oversees special projects aimed at cutting-edge technology advancements to improve nuclear material management.

The program office works with nuclear material owners across the Laboratory to ensure that there is a plan for all material, including a determined use and a disposition pathway. With material storage space at a premium, LANL is dependent on the comprehensive management of all nuclear material so that there is adequate space for storage and staging. Critical missions require nuclear material to complete their work. As the SCPM 2, you will work with the NMM Program Manager and the senior program managers within the program office to represent the objectives and goals of the program, perform data analysis to determine trends and identify issues, review and contribute to the development of procedures for nuclear material owners, and participate in the strategic planning and execution of actions to meet customer needs.

Your work will include managing scope, schedule, and budget of specific work packages as assigned by the NMM program Manager. Once the work packages are approved by the Senior Program Managers, you will be responsible for developing or refining work packages and authorizing work. You may be called upon to represent the program and the Program Manager at meetings and presentations. You will contribute to required reports and assist the Senior Program Managers with the management of developing issues and risk mitigation.

Specifically, you will be responsible for:
  • Assisting with the management of the nuclear material inventory to identify the availability of nuclear materials to meet DOE and customer requirements; identifying excess nuclear materials and associated consolidation or disposition plans; identifying facility and material requirements and consolidation or disposition strategies.
  • Providing overall direction and management of scope, schedule, and budget for specific work packages.
  • Managing and reporting on milestones related to assigned scope.
  • Understanding and developing risks, issues, and opportunities within the NMM Program and working with Senior Program Managers to develop and implement mitigation plans.

The selected individual will assist with the strategic and tactical planning for the execution of a portfolio which consists of multiple, highly complex, technically driven activities requiring integration across multiple organizations and disciplines. The SCPM 2 will assist in the development and maintenance of execution/implementation plans; work with programs, projects, and line organizations to ensure performance, monitor and track cost, schedule, and progress against milestones; possess an intermediate knowledge of the relevant technical discipline and understand and adhere to all Laboratory and regulatory guidance and governance.

Additional responsibilities will be assigned to support the overall Nuclear Materials Management program.

What You Need

Minimum Job Requirements:

Program Management: Intermediate-level knowledge of and consultative experience in some aspects of project management work, including developing project plans, work breakdown structures, and work packages; managing scope, schedule, budget, and baselines; and documenting baseline reports and change control actions.

Portfolio Management: Intermediate-level knowledge related to the implementation and maintenance of procedures, processes, and capabilities required to maintain compliance with DOE Order 410.2, including required reporting, strategic planning, and analysis of lifecycle management of nuclear materials.

Laboratory Knowledge: Intermediate-level knowledge of regulatory and Laboratory requirements related to nuclear material management, including project code development, programmatic value determination, storage capabilities, and material disposition pathways and planning.

Communication: Experience reporting on project status and issues to Laboratory managers and external stakeholders.

Leadership: Ability to successfully plan, organize, participate in and monitor a wide variety of team efforts to completion.

Team Building: Proven ability to interact effectively across organizations and with all levels of personnel.

Technical Experience: Experience in nuclear materials management and related operations including standardization/optimization, control systems, data management, engineering, & materials engineering.

Desired Qualifications:

Stockpile Management: Knowledge and experience with the overall mission for NA-ESH-12 (Nuclear Material Integration Division) based initiatives in relation to the allocation, use, and disposition of nuclear materials.

Earned Value Management System (EVMS): Experience utilizing EVMS principles to help manage a project/program. Experience with NNSA Enhanced Management Level A or B reporting is a plus.

Education/Experience: Position requires a bachelor's degree in a science or engineering related field, from an accredited institution and 5 years related experience; or an equivalent combination of education and technical experience directly related to the occupation. An advanced engineering or science degree with experience related to nuclear materials production and process development is highly desired.

Work Location : The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory.
