Job Details

The Arkansas Department of Human Services (DHS) is seeking a contractor to stabilize the current production Access/SQL system and create documentation so daily operations can continue reliably.

This position is available for extensions.

Candidates must be local.

This Developer will work with DHS Office of Internet Technology (OIT) to maintain compliance with DHS, State and Federal requirements.

This role provides stabilization and support for an existing Microsoft Access database application used in daily accounting operations. The application is currently in production and will remain in use until a modernization project is completed.

The primary focus of this position is to diagnose issues, implement bug fixes, ensure reliability of daily workflows, and create documentation.

Responsibilities include: Troubleshoot and resolve defects in the existing Access front end and SQL Server back end. Ensure daily operational workflows function consistently and accurately. Document business logic, database relationships, and application workflows to enable internal support. Provide knowledge transfer to OIT Staff. Collaborate professionally with business stakeholders to clarify issues and confirm successful resolutions. Coordinate with the modernization project team to ensure continued alignment, without performing modernization work.

Knowledge, Skills, and Abilities Requirements:

Proficiency in Microsoft Access / VBA for debugging and maintenance of existing forms, queries, and modules.

Strong SQL Server experience (queries, stored procedures, debugging).

Experience reverse-engineering and maintaining legacy systems without redesigning them.

Ability to follow change control, documentation, and testing processes.

Comfortable working within existing architecture and constraints.

Understanding of accounting or financial workflow systems preferred.

Prior experience stabilizing legacy applications during transition to new platforms.

Strong written and verbal communication skills for documentation and knowledge transfer.

MS Access SQL and Query design Required 5 Years

Experience splitting MS Access Databases into Front Ends and Back Ends Required 3 Years

Experience translating the business logic from macros/modules/queries to SQL Required 4 Years

Experience writing stored procedures, pl/sql and migrating tables from MS Access to SQL Server Required 4 Years

Experience converting MS Access Forms/ Reports to any Web based application Required 4 Years

QuickBase Rapid Application Development Platform Highly desired
