Job Title: IT Procurement Analyst Cloud Services
Duration: 18 Months
Location: Richmond, VA
Job Duties and Responsibilities:
- Guide Virginia public bodies through the Cloud procurement approval process
- Review Cloud/SaaS solicitations and contracts for compliance with security policies
- Collaborate with agencies to revise and customize IT Cloud contractual language
- Lead negotiations with Cloud vendors to secure favorable terms and service levels
- Analyze and resolve complex contract risks, escalating legal issues when appropriate
- Recommend alternative language for vendor terms that conflict with state policy
- Assess contract clauses for security, privacy, and data protection impacts
- Maintain detailed tracking and reporting of Cloud Terms requests and approvals
- Submit weekly Cloud metrics and status updates to leadership
- Support continuous improvement of Cloud procurement processes, templates, and guidance
- Monitor emerging industry trends in IT and Cloud contracting to improve state policies
- Contribute to development and delivery of Cloud procurement training to agencies
- Partner with Security and internal teams to ensure compliance and risk mitigation
Required Skills:
- 5+ years of experience Superior written and oral communication skills and the ability to communicate clearly and professionally
- 5+ years of experience Knowledge of various contract types and procurement methods
- 5+ years of experience Proven ability to negotiate complex agreements while identifying, analyzing, and resolving problems that arise.
- 5+ years of experience Exceptional organizational, project management, and time management skills
- 5+ years of experience Ability to adapt to changing high-volume environments while maintaining a focus on the needs of the public bodies
- 5+ years of experience Strong ability to make balanced decisions under tight time sensitive deadlines.
- 5+ years of experience Ability to partner and collaborate effectively with colleagues (e.g., public bodies, leadership, stakeholders)
- 5+ years of experience Ability to plan, monitor, gather, and coordinate information, and prioritize between multiple requirements, objectives, projects, and tasks
- 5+ years of experience Deep knowledge and understanding of procurement, specifically Cloud/SaaS procurements, and the contracting process
- 5+ years of experience Ability to recognize and weigh risks in contact terms and conditions
- 5+ years of experience Expertise in interpreting and applying applicable policies and documenting contractual arrangements
- 5+ years of experience Dedicated to the highest standards of honesty, quality, and integrity
- 5+ years of experience Organized in managing documents and information with a logical, analytical approach to attain conclusions and recommendations
- 5+ years of experience Ability to apply critical thinking skills to resolve complex problems
- 5+ years of experience Experience in Information Technology procurements and contracting
- 5+ years of experience Preferred experience in experience in state or local government procurement
- 5+ years of experience Bachelor's degree in supply chain management, public administration, business management or equivalent experience
- 5+ years of experience Working knowledge of the Virginia Public Procurement Act (VPPA) and VITA policies, guidelines, and standards
