Job Details

Our direct client is seeking an experienced GIS Project Manager to lead the modernization of its Geographic Information Systems (GIS) platform. This role will oversee the migration from ArcMap to ArcGIS Pro and ArcGIS Online and support the implementation of Esri s Utility Network for both the Surface Water & Sewer (SWS) and Water Distribution (WD) systems. These efforts are part of a broader initiative to enhance GIS capabilities and prepare for future modernization projects.

This role combines technical GIS expertise, strategic project management, and strong collaboration skills. The ideal candidate will have experience managing vendors, leading Request for Proposal (RFP) processes, and navigating complex team dynamics with patience, adaptability, and effective communication.

Key Responsibilities

  • Develop and participate in RFP creation, evaluation, and vendor selection for GIS and IT initiatives.
  • Lead the planning and execution of a GIS modernization project.
  • Report on the status of projects and performance of personnel.
  • Collaborate across departments to improve GIS workflows, data accuracy, and integration with enterprise systems.
  • Maintain strong communication with stakeholders and vendors through status reports, meetings, and presentations.
  • Maintain a tracking mechanism to ensure IT investments and projects meet or exceed customer expectations.
  • Navigate complex interpersonal dynamics, including working collaboratively with diverse teams, managing challenging situations with professionalism, and exercising patience and sound judgment.
  • Minimum 6 months of experience with implementing an ESRI Utility Network in which the resource demonstrated knowledge of the core functionality of the ESRI Utility Network.
  • 5 years of experience with developing RFPs and managing the evaluation process.
  • 5 years of experience in project management.
  • Experience with ArcGIS Pro, ArcGIS Enterprise, and ArcGIS Online
  • Familiarity with surface water, sewer, and water distribution systems, particularly in municipal or utility settings.
  • Experience with managing vendors during the course of a project.

Work Environment:

  • Mixture of office setting at client locations, including downtown and other Minneapolis locations, and remote work. While the nature of daily activities will determine the mix of onsite versus remote work, it s anticipated that the resource will need to be onsite 5 days per week, every other week. Ability to commute to various client locations is expected.
  • Up to 40 hours per week for the duration of the services.
