IT Project Manager - Application Development
Location: Honolulu, HI (On-site 2-3 days/week)
This position requires on-site presence at Honolulu office 2-3 days per week. Parking is validated. Full 8-hour days on-site are not required.

The pay range for this position is $50.00 - $60.00/hr.

Key Responsibilities
- Lead end-to-end software development projects, from planning through deployment.
- Define project scope, goals, and deliverables aligned with business objectives.
- Develop and manage detailed project plans, timelines, and budgets.
- Collaborate with developers, QA, designers, and business analysts to ensure successful delivery.
- Act as the primary liaison between technical teams and business stakeholders.
- Identify and mitigate project risks and issues proactively.
- Ensure quality assurance through rigorous testing and validation processes.
- Maintain comprehensive project documentation and provide regular status updates to leadership.
- Projects will be assigned based on experience. Example projects include:
- BESSD (Benefit, Employment & Support Services Division)
- HANA Modernization
- DOE Cafeteria System
- Other Hawaii state systems modernization initiatives
Required Qualifications
- 5-10 years of Project Management experience, ideally in ground-up software development.
- Prior hands-on experience as a Software Developer.
- Proven experience managing full-cycle application development projects.
- Strong understanding of SDLC, Agile, and Waterfall methodologies.
- Excellent leadership, communication, and interpersonal skills.
- Proficiency in project management tools (e.g., JIRA, Microsoft Project, Confluence).
- Ability to work HST hours.
Preferred Qualifications
- Experience working with or for government agencies.
- Familiarity with cloud environments, APIs, databases, and UI/UX principles.
- Strong troubleshooting and problem-solving skills.
- Experience managing large, cross-functional teams.
