MANDATORY SKILLS/EXPERIENCE:
Minimum of 8 years experience with writing application software, data analysis, data access, data structures, data manipulation, databases, programming, testing and implementation, technical and user documentation, software conversions; environments include but are not limited to mainframe, mid-range, personal computers, laptop; available to assist and/or lead in the design of program specifications and the implementation of software solutions.
Preferred Skills/Experience for Consultant Candidates:
- BA/BS Degree or equivalent, in a technology-related field or other degree preferred.
- 10+ years of experience in specifying, analyzing, and documenting requirements for mission-critical business applications in a web/client-server environment.
- Effective presentation and leadership skills.
- Knowledge of different application development environments, tools, and methodologies.
- Expertise using Microsoft Office applications.
- Excellent verbal and written communication skills and the ability to interact professionally and confidently with a diverse group, of executives, managers, and subject matter experts.
- Strong analytical, decision-making, and problem-solving skills to interpret business needs and translate them into application and operational requirements.
- Strong facilitation skills and proven experience in driving consensus across multiple stakeholder groups.
- Process-driven analysis skills and a background in various requirements elicitation methods.
- Proficiency with Waterfall, RUP, and Agile SDLC processes.
- Ability to accurately estimate level of work to be provided for delivery commitments to stakeholders.
Project Scope:
The NYC DOT IT Project Management Office (PMO) focuses on creating and maintaining a suite of large-scale workflow software applications designed to enhance the efficiency and effectiveness of NYC DOT business teams. These teams handle critical operations such as permitting, inspections, roadway repairs, bridge maintenance, and street sign management. Our applications require that the utility company, contractor, vendor or DOT employee collect some of the vital pieces of data required to properly track the lifecycle of the asset. For example, the location, state, usage, weight, height, width, dept, pitch, rating, length, who worked on the asset and when, materials, vehicles, equipment used, the cost, funding source, customer complaints, date, time, duration of work, start and end dates, permit and license fees and fines, inspection pass / fail data, state / city / federal funding, project approvals and many more vital data points.
Recent projects initiated by the IT PMO include:
- An application enabling restaurants to apply for the outdoor dining license program and allowing DOT staff to review, approve, or deny these requests.
- A tool for the roadway repair team to track bike lane installations and resurfacing projects.
- An application to monitor pavement marking installations and renewals for faded markings.
- A workflow and asset management system to oversee street sign installations and replacements while maintaining an inventory of current and historical sign locations.
- A workflow system to manage preventative and unplanned maintenance for New York City bridges and infrastructure.
The selected Sr. Business Analyst will support the IT PMO in implementing similar projects, contributing to the development of innovative and impactful solutions.
