Position Summary:
The Vehicle Programs and Services division is responsible for the development, implementation, and operations of the Electronic Vehicle Titling and Vehicle Records Management at AAMVA.
The Program Analyst will be responsible for providing support to motor vehicle agencies (MVA) in their research, development, and implementation of the many elements that comprise electronic vehicle titling. This support will include conducting MVA surveys and assessments, analyzing results, and meeting one-on-one with MVA staff to review needs and goals, and assist in developing priorities and support to meet those program goals.
The Program Analyst will directly collaborate with AAMVA staff responsible for system and process analysis and development for proof of concept and pilot projects, and other related projects. This includes reviews of MVA assessments for electronic vehicle tilting elements and strategy development and assist in developing MVA roadmaps to build and implement their individual Electronic Titling solutions.
The Program Analyst will network and collaborate with stakeholders who have a vested interest in electronic vehicle titling and the management of vehicle records. This will include, but is not limited to, ongoing engagement with members of franchise and independent vehicle dealer associations, vehicle finance and lending associations, original vehicle equipment manufacturers, U.S. Customs and Border Protection (CBP), and other related associations and federal agencies. The Program Analyst will attend and facilitate meetings with these stakeholders and foster environments where MVAs may engage on issues to discuss laws, rules, policies, and processes that impact vehicle titling and vehicle record management processes.
Essential Duties and Responsibilities:
Engage with MVAs to conduct surveys and assessments and provide feedback and support to assist MVAs in research, development and implementation of various electronic vehicle titling and vehicle record management programs. Participate and provide input on AAMVA's proof of concept and pilot projects, as well as support related MVA and stakeholder projects. Support related committees, subcommittees, and working groups to provide subject matter expertise. Engage with and serve as a resource for vehicle titling and vehicle record management stakeholders to ensure communication and collaboration occurs among themselves and with MVAs. Manage and maintain AAMVA's Electronic Vehicle Titling Resource Toolkit. Coordinate member and stakeholder engagement for conference and workshop sessions, webinars, and other related events (i.e. Electronic Titling User Meeting). Attend member and stakeholder conferences and events to provide presentations and establish a network to foster engagement and support for related programs.

Formal Education:
Four-year degree from an accredited college or university, or equivalent work experience. (Required)
Qualifications: Knowledge, Skills, and Abilities Required:
- Minimum five years of progressive mo t or vehicle title and registration program experience.
- Thorough knowledge of the Truth in Mileage Act, NMVTIS, and the Driver Privacy Protection Act.
- Possesses working knowledge of vehicle information systems and modernization strategies; advises state agencies on system deployment requirements.
- Effective time management and organizational skills
- Ability to communicate effectively and efficiently with a wide variety of stakeholders.
- Ability to travel extensively (up to 40% of allocated work time under normal travel conditions).
- Sound knowledge of Microsoft Office tools.
- Extensive experience in research, writing, public speaking, and training, including providing formal presentations before large groups.
- Experience with vehicle dealer licensing programs. (Desired)
- Knowledge of the political and legislative process. (Desired)
- Working knowledge of vehicle information systems functions and capabilities.
- This position is a remote off-site work environment, requiring the employee to be disciplined, well organized, and able to work independently.
