Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division's responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists.

The Office of Livable Streets (OLS) is tasked with prioritizing strategic planning, community engagement, research, policy, design, implementation, and long-term management. Their goal is to create streets that are livable, supporting safety, accessibility, inclusion, resiliency, active modes, community cohesion, and economic vitality citywide. Additionally, they aim to enhance New York City's pedestrian, bicycle, and micromobility networks, providing comfortable, connected, green, and reliable transportation options across the five boroughs. They place special emphasis on Priority Investment Areas, mode shift, and reimagining streets. The office also develops innovative new programs, design typologies, project delivery, and analysis tools to meet the demands of a rapidly changing population with evolving needs and technologies.

OLS is seeking a Cyber Security Analyst to serve as a Database Manager within the Street Furniture Unit (SFU). SFU manages the procurement, planning, installation, and maintenance of bike parking, benches, leaning bars, and wayfinding signage, for pedestrians, cyclists, and transit riders throughout New York City. The goal of these programs is to make the city more walkable, bikeable, and vibrant. SFU works closely with other units within TPM to plan, install, and maintain these street furniture elements throughout the five boroughs. SFU tracks the locations, conditions, planning, and maintenance records for all street furniture and adjacent spaces in Microsoft Access and in GIS datasets, Increasingly, SFU records information about the elements using SharePoint forms and custom field applications with the support of NYC DOT IT.

Under general supervision from the SFU Deputy Director of Data & Design, with latitude for independent initiative and judgement, the Database Manager will work to manage SFU's Microsoft Access and other databases; integrate SharePoint lists and forms; create Power BI dashboards; and coordinate with NYC DOT IT on secure expansion, transition, and/or integration with other Microsoft data systems. The Database Manager will primarily be responsible for helping manage existing databases and optimizing our systems and processes. This entails troubleshooting day-to-day issues, building custom queries, forms, and reports to assist staff with daily tasks; training and guiding staff on workflows and best data practices; working with staff to identify and implement system enhancements; streamlining and integrating the unit's independent databases into a unified database; adding new integrated processes for tracking assets and inventory and other needs as they arise; scripting and automating for improved efficiency; collaborating closely with the Senior Project Manager for ongoing integration with GIS geospatial datasets and software systems (e.g. ArcGIS desktop, ArcGIS Pro, ArcGIS Online, QGIS, et al); document database systems, programs, and procedures manuals; update and maintain new and existing documentation; perform data entry and analysis including general queries using Microsoft Access, Microsoft PowerApps, and other software as needed to support tracking, inspecting, and reporting; staying updated with emerging software development trends, technologies, cybersecurity tools, and best practices to enhance skills and knowledge; working with NYC DOT IT on licensing, software, and other needs as they arise; provide unit support of these and all additional technologies and serve as a liaison on these matters with NYC DOT IT; working with NYC DOT IT on analyzing network traffic to identify anomalous activity and potential threats; perform special project work of complex technical difficulty; advise and assist other units within the Office of Livable Streets (OLS) on database matters. The candidate will work collaboratively and inclusively.

Preferred Skills
Demonstrated Microsoft Access experience including relational database design and query/form/report development; experience with Microsoft Dataverse and Power Platform tools (e.g., Power Apps, Power Automate, Power BI) for data processing, administration, and visualization; experience with SharePoint Lists and Forms; experience automating data processes using SQL, Python, etc.; experience working with GIS software (ArcGIS Pro, AGOL, QGIS, et al); experience integrating data among Microsoft and ESRI products; experience with other relational databases, such as PostgreSQL; experience migrating database systems across platforms; excellent organizational skills and an ability to focus on details and respond quickly to requests; strong analytical/critical thinking skills and the ability to troubleshoot and solve problems with innovative solutions; detail orientated with a commitment to writing and maintaining clear system documentation and communication; proven time-management skills

Note: Less than 2 yrs. City Service - New Hire Rate: $88,684, 2 or more yrs. City service - Minimum Incumbent Rate: $104,334.

Qualifications

1. A baccalaureate degree, from an accredited college including or supplemented by twenty-four (24) semester credits in cyber security, network security, computer science, computer programming, computer engineering, information technology, information science, information systems management, network administration, or a pertinent scientific, technical or related area; or

2. A four-year high school diploma or its equivalent approved by a State's department of education or a recognized accrediting organization and three years of satisfactory experience in any of the areas described in "1" above; or

3. Education and/or experience equivalent to "1" or "2", above. College education may be substituted for up to two years of the required experience in "2" above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. In addition, twenty-four (24) credits from an accredited college or graduate school in cyber security, network security, computer science, computer programming, computer engineering, information technology, information science, information systems management, network administration, or a pertinent scientific, technical or related area; or a certificate of at least 625 hours in computer programming from an accredited technical school (post high school), may be substituted for one year of experience.
