Position is ONSITE/Hybrid at the location listed above (with some hybrid work determined by the hiring manager). The program will only accept LOCAL ONLY candidates for this position.
The program will only allow candidates who are LOCAL TO THE AUSTIN AREA ONLY.
Description of Services:
Senior Business Analyst with a strong background in digital transformation and business process reengineering. A Business Analyst in this context is expected to have expertise in Business Process Reengineering (BPR), analyzing, redesigning, and optimizing complex business processes to improve efficiency, effectiveness, and customer satisfaction. This position serves to align business strategy with operational execution by analyzing current operations, identifying improvement opportunities, and designing new processes. Collaboration with IT, operations, and product teams is required to support the implementation and adoption of updated workflows. Proficiency in analytical, communication, and change management skills is necessary to support organizational change initiatives.
The ideal candidate will possess deep expertise in business architecture, a proven track record in large-scale digital change, and an intimate understanding of the MITA framework.
Key Responsibilities:
- Lead Digital Transformation: Spearhead and significantly contribute to large-scale digital transformation initiatives, identifying opportunities for innovation and designing future-state business capabilities that leverage emerging technologies to achieve strategic organizational goals.
- Business Process Reengineering (BPR): Conduct comprehensive analysis of current-state business processes, identify inefficiencies, bottlenecks, and pain points, and design optimized, streamlined future-state processes. Lead efforts to implement reengineered processes, ensuring smooth transitions and measurable improvements in efficiency, cost-effectiveness, and service quality.
- Strategic Business Modeling: Develop and maintain robust business architecture artifacts, including current and future state business process models (using BPMN), data models, capability models, value streams, and organizational models. Utilize various modeling tools and notations to effectively communicate complex business concepts to diverse audiences.
- Stakeholder Engagement & Requirements Definition: Collaborate extensively with senior leadership, business units, IT teams, and external partners to elicit, analyze, and validate complex business requirements. Translate strategic objectives and user needs into actionable business and functional specifications that guide solution development.
- Bridge Business & IT: Act as a critical liaison, ensuring seamless communication and understanding between business stakeholders and technical delivery teams. Articulate business impacts of technical decisions and technical implications of business requirements
Required skills:
8 Years of Progressive experience in a Business Architect role or similar strategic capacity, with a strong emphasis on enterprise-level initiatives.
8 Years of Proven track record of successfully leading or significantly contributing to multiple large-scale digital transformation and business process reengineering projects. Demonstrated ability to drive measurable improvements in operational efficiency and ser
8 Years of Demonstrable expertise with MITA (Medicaid Information Technology Architecture), including practical application in complex system environments. Experience with MITA State Self-Assessments (SS-A) is highly desirable.
8 Years of Exceptional business modeling skills, with expert proficiency in methodologies and tools such as 8 Years of Business Process Model and Notation (BPMN), Unified Modeling Language (UML), ArchiMate, and strong understanding of enterprise architecture frameworks
8 Years of Superior analytical, problem-solving, and critical thinking abilities, with a strong capacity to dissect complex issues and formulate pragmatic solutions.
8 Years of Excellent written and verbal communication, presentation, and interpersonal skills, with the ability to articulate complex concepts clearly and persuasively to both technical and non-technical stakeholders at all levels.
8 Years of Strong negotiation, facilitation, and conflict resolution skills.
8 Years of Bachelor's degree in Business Administration, Information Technology, Computer Science, or a related field. Master's degree preferred.
8 Years of Demonstrated ability to work successfully with technical and non-technical groups on complex business problems, analyzing and evaluating current business methods and procedures for improvements including exhibiting strong oral and written communications
Preferred skills:
8 Years of Strong preference for direct, hands-on experience with Health and Human Services (HHS) integrated eligibility systems (e.g., Medicaid, SNAP, TANF, CHIP). This includes a deep understanding of federal regulations, state-specific policy nuances
8 Years of Experience working within a government or public sector environment.
8 Years of Relevant certifications such as Certified Business Analysis Professional (CBAP), TOGAF, BPMN, Lean Six Sigma Green or Black Belt.
8 Years of Familiarity with Agile and Scaled Agile Framework (SAFe) methodologies.
3 Years of Working knowledge of eligibility rules for SNAP, Medicaid, and TANF programs, with experience interpreting and applying state and federal guidelines.
3 Years of Proven experience interpreting and applying policy within an integrated eligibility case management system.
