Project Scope:
We are seeking experienced Systems Modernization Consultants to support
the transition of legacy systems-including PEN, MS Access, and
Mainframe-into the GoldKey platform. The consultants will play a key
role in maintaining data integrity and validation throughout the
migration process. They will also be responsible for embedding
Impervious Surface Reviews into Paving & Drainage workflows, optimizing
the Building Permit process, and implementing automated workload
assignment features.
Roles/Responsibilities:
- Migrate and modernize legacy systems (PEN, MS Access, Mainframe)
into the GoldKey platform.
- Ensure data integrity, validation, and system compatibility during
migration.
- Integrate Impervious Surface Reviews into existing Paving & Drainage
workflows.
- Optimize the Building Permit review and approval process.
- Design and implement features for automated workload assignments.
- Support compliance with:
- Impervious surface review regulations
- Environmental and historical preservation requirements
- Municipal Sewer Extension Permits
- Collaborate with county analysts, stakeholders, and vendors
throughout the project lifecycle.
Mandatory Skills:
1. C# / .NET Framework: Proficiency in OOP, debugging, and clean code
practices.
2. JavaScript & jQuery: Strong understanding of core JS, DOM
manipulation, AJAX, and asynchronous programming.
3. Oracle / SQL (PL/SQL): Expertise in writing optimized queries,
stored procedures, and maintaining normalized databases.
4. MVC Frameworks: Experience in implementing MVC architecture with
routing and security best practices.
5. Windows & Web Services: Development experience with Windows
applications, RESTful/SOAP APIs, and secure authentication.
6. SSIS / SSRS: Deep understanding of ETL processes, report design,
deployment, and performance tuning.
7. System Integration: Proven experience with large-scale system
modernization and multi-application integration.
8. Process Automation: Ability to implement automated online
submission, tracking, invoicing, payments, and ECM integration.
Desirable Skills:
1. Experience working on government or municipal permitting systems.
2. Strong written and verbal communication skills.
3. Ability to collaborate effectively with cross-functional teams and
external partners.
4. Prior work in government agencies or organizations managing
large-scale data migrations and system integrations preferred.
