Position: Sr. Business Analyst with Grant Administration
Duration: 2 Years with an Extension of 12 Months
Location: Sacramento, California (Onsite from Day 1)
If onsite work is necessary, the Contractor shall perform services at 300 Capitol Mall, Sacramento, CA 95814.
Purpose And Background
The State of California, California Public Utilities Commission (CPUC), hereinafter referred to as the "CPUC" or "State," requires the services of a Contractor to provide support for updates, project management, system enhancements, operations, and ongoing maintenance of the Grant Management System built on the Salesforce platform, specifically in relation to Capital Projects Fund (CPF) grant administration.
Key Staff
The Contractor must provide, at a minimum, the key staff listed below. All Key staff must meet the minimum qualifications (MQs) in the General Services Administration (GSA) schedule
Business Analyst MQs:
- Possess a bachelor's degree or equivalent University degree. The Contractor must provide a copy with their response.
- Minimum of five (5) years of experience in Code of Federal Regulations part 200 "Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards", grant administration, program implementation or oversight.
- At least four (4) years of that experience must have been in a lead capacity.
- Minimum of five (5) years of experience in Grant Management System (GMS) and a relevant discipline or associated operational experience.
- Demonstrated industry or academic expertise in one (1) or more of the subject disciplines or associated operational areas.
Responsibilities:
The Contractor will work under the direction of the CPUC's Contract Manager and will be accountable to the manager for performing work in accordance with scope, schedule, budget, and quality standards (solution must provide services agreed upon in the SOW).
The Contractor shall designate a primary contact person to whom all Project communications may be addressed and who has the authority to act on all aspects of the services.
- A Work Authorization Document (WA) is required for each task. The Contractor will develop the WA with the CPUC Contract Manager.
- All work products and deliverables shall be stored on the CPUC document repository (i.e., Content Server, SharePoint, code repositories) in a format compatible with CPUC document standards. The most current version of all work products and deliverables shall always be available for CPUC review.
- Prior to expiration of the Contract, the Contractor shall return all State property, including security badges to the CPUC Contract Administrator.
- Contractor remote work is acceptable based on Contractors proposed approach and final Contract between the Contractor and CPUC. Access to CPUC's equipment (cubicle, desk, desktop computer, phone, network cables, etc.) will not be available. Access to the CPUC network will be available remotely through a Virtual Desktop Infrastructure (VDI) account. CPUC reserves the right to review the resource's ability to work remotely if the timely delivery of tasks and deliverables becomes an issue. Collaboration with CPUC is important.
- If onsite work is necessary, the Contract shall perform services at 300 Capitol Mall Sacramento, CA 95814. The CPUC does not anticipate travel outside of San Francisco or Sacramento for this project. The CPUC will not be responsible for the cost of travel to bring the Contractor personnel to the San Francisco or Sacramento offices to work.
- The Contractor must ensure that the physical location of the data center, where the data is stored, is within the continental United States. Remote access to data from outside the continental United States is prohibited unless approved in advance by the State Chief Information Security Officer
