Digital Cloak is seeking a Lead Functional Analyst to join our team in Arlington, VA. The Lead Analyst is responsible for managing a small team supporting a DoD client. In this role, you will engage directly with clients, team members, Digital Cloak leadership, and other contractor support. Specific duties will include leading a small team of data entry specialists and mastering a range of technical and administrative subjects while focusing on process improvement and client satisfaction.

Essential Functions

  • Provide oversight and guidance for the team's execution of the project's Plan of Action and Milestones (POA&M).
  • Develop and execute a communication plan of information tailored for the client, Digital Cloak leadership and other client contractor support.
  • Identify, monitor, and manage risks to project execution and schedule.
  • Manage, oversee, and conduct quality control on data / data entry efforts within client system.
  • Conduct technical end-user analyses, perform audits, and develop business rules for client system.
  • Coordinate with designers, developers, data entry specialists, and global end-users to improve data accuracy and training materials, techniques, and methodology.
  • Conduct internal process reviews.
  • Review quad briefs, POA&Ms, and instructions / Standard Operating Procedures (SOPs).
  • Develop technical training and training materials for a range of audiences / users.
  • Conduct Change Control Boards (CCBs) with clients and stakeholders to update and improve system requirements, processes and procedures.
  • Conduct research and analyses using the Mission Assurance Assessment (MAA) framework for critical infrastructure, including critical assets, supporting infrastructure, communications, cyber networks, and a controlled perimeter.

Required Knowledge, Skills, Abilities

  • Proficiency executing task management for small teams.
  • Ability to communicate tasks and remain aware of status of all staff activities in mixed environment of in-person and virtual support.
  • Ability to conduct independent technical research and translate findings into understandable, consistent prose across a variety of artifacts.
  • Ability to convey complex information to people of diverse occupational backgrounds through in-person and electronic/virtual communications.
  • Command of the English language, including the rules of composition, grammar, and punctuation in line with DoD-specific style guides and formatting practices.
  • Sound business ethics, including the commitment to protect proprietary and confidential information.
  • Exceptional organizational skills and effective communication skills.

Preferred Knowledge, Skills, Abilities

  • Foundational knowledge of Critical Infrastructure, Intelligence Analytics, Risk Management Framework, or Facility Related Control Systems.
  • Familiarity with OpenOffice, Acrobat Pro, YouTrack, RoboHelp, and/or Captivate.
  • Foundational knowledge of system administration duties and Helpdesk support.

Required Education, Certifications / Licenses, Related Experience

  • Bachelor's degree or 5 years of related experience.
  • Minimum of 2 years of relevant project management experience or demonstrated efforts leading a technical team or technical efforts.
  • Experience utilizing the Navy Correspondence Manual to create documents.
  • Background that supports Antiterrorism (AT), Physical Security (PS), Mission Assurance (MA), Critical Infrastructure Protection (CIP), Emergency Management (EM), or Operations.
  • Project management background leading technical products or efforts.
  • Experience managing client expectations and preventing scope creep.
  • Expertise in Microsoft Word, Teams, Outlook, PowerPoint, Excel, and familiarity with other software/applications, including Adobe products and SharePoint.

Preferred Education, Certifications / Licenses, Related Experience

  • Experience supporting DoD clients/projects.
  • Current CompTIA Security+ Certification.
  • Advanced courses or certifications in Technical Writing, Adobe RoboHelp, and/or Excel.

Physical Job Requirements

  • This position requires the ability to remain in a stationary position (standing and/or seated) more than half the time.
  • This position requires the ability to spend more than half the time viewing computer monitors.

Clearance Requirements

  • Current active DoD SECRET clearance is required.
  • This position requires the ability to obtain and maintain a DoD Top Secret Security Clearance.

  • This position has travel requirements up to 15% to Stafford, VA.
