Job Title: Learning Management Systems Consultant
Duration: 6months
Client: State of Maine
Work Arrangement: 100% Remote
The State of Maine is implementing an enterprise-wide Learning Management System (LUMEN) to consolidate and streamline training resources for employees and external partners. MaineIT seeks a seasoned Learning Consultant to develop engaging e-learning content, document processes and procedures, and foster cross-agency relationships. This role will support the successful integration of MaineIT programs into the LUMEN LMS.
Key Responsibilities:
Evaluate incoming content creation requests, assess priority, scope, and business need, and present findings to the Content Development Team.
Develop engaging, accessible, and instructional e-learning content for MaineIT programs, processes, and procedures.
Collaborate with internal MaineIT teams and other State agencies to identify learning needs and create relevant training solutions.
Build and maintain productive relationships with various departments and external partners to improve training adoption and enrollment.
Document existing and new IT processes and procedures to ensure clarity and consistency.
Serve as a liaison between the content development team and other stakeholders to ensure accurate translation of needs into training solutions.
Support all phases of the e-learning development lifecycle: intake, needs analysis, design, development, QA, implementation, and evaluation.
Administer the LMS (LUMEN) Preferred, including user management, course uploads, and generating reports on training effectiveness.
Ensure all learning materials align with State policies, accessibility standards, and organizational goals.
Provide strategic input to improve the training delivery process and increase user engagement with LMS content.
Required Skills & Qualifications:
Proven experience in e-Learning content development using modern authoring tools (e.g., Articulate, Captivate, Rise, Camtasia, etc.).
Strong written and verbal communication skills with the ability to translate complex information into clear, instructional language.
Demonstrated relationship-
building skills with internal teams and external partners to gather information and drive engagement. Experience in documenting technical and business processes in a clear and organized format.
Prior experience with Learning Management Systems (LMS), LUMEN Preferred.
Ability to analyze training needs, prioritize development projects, and manage multiple tasks effectively.
Familiarity with instructional design principles, adult learning theory, and accessibility (WCAG 2.1/Section 508).
Ability to work independently and collaboratively in a fast-paced, evolving environment.
Prior experience working with government agencies or public sector clients Preferred.
Experience administering and generating reports within the LUMEN LMS Preferred.
Background in IT process documentation or IT service management (ITSM).
Understanding of change management principles and how they relate to training implementation.
