Description:

The project requires one full-time technical business analyst, who is local (CT), for the duration of the project. The person is required to be on-site until the completion of this engagement. Due to protocols put in place for COVID, the consultant will be remote until DSS requires staff to provide onsite support.



Required Skills/Experience

Guide stakeholders on devising effective and efficient approaches to achieving project objectives

Identify and resolve issues

liaise with other project areas to coordinate interdependencies and resolve issues

liaise with various business units to determine requirements to resolve issues

identify business process improvement opportunities

identify and define business requirements/user stories

Analyze and map business processes (current state/future state)

prepare or provide input to business cases, feasibility assessments, etc

produce high quality documentation

report status and issues to the Project Manager(s)



Key Deliverables

Gather and document business requirement based on the specification of business needs

Document functional requirements that describe what the system, process, or product/service must do to fulfill the business requirements

Document non-functional requirements that cannot be met by a specific function, such as performance, scalability, security and usability requirements

Gather and document reporting requirements and specifications for reports,

Create traceability matrix that traces the requirements through each stage of the requirements gathering process.

Create and document workflows and process flows

Document high level concepts that match to scope items which will map to individual requirements which will map to corresponding functions.

Keep track and update the matrix and requirements should there be any changes in scope during the life of the project.

Maintain the matrix to show each function built into a system, its source and the reason that any stated requirements may not have been delivered.

Facilitation Ability to lead workshops, meetings and other forums to achieve a desired outcome

Observant - To validate data obtained via other techniques and expose new areas for elicitation

Communication ability to articulate, both verbally and in written form, information effectively to stakeholders, project manager, project team and technical staff

Organized - Work with the vast array of information gathered during elicitation and analysis and to cope with rapidly changing information

Interpersonal skills Ability to help negotiate priorities and resolve conflicts among project stakeholders

Modeling Ability to represent requirements information in graphical forms or workflow that augment textual representations



All applicants for this Statement of Work must have a minimum of 5 years of experience in technical business analysis. Please indicate knowledge and experience related to these areas on rsums.

Perform hands on application development including architecture, design, coding, configuration, maintenance and installation

Responsible for creating deliverables (requirements specifications, design deliverable, status reports, project plans)

Work closely with the business teams involving discussing trade-offs with other technology such as .NET versus the code in place, or mapping the functional requirements

Develop medium to Complex solutions to ensure that best practices are followed, and the best data solutions are provided.

Create technical plans and strategies with other IT team members, developing solutions to address any agency-wide issues and making business processes more efficient.

Conduct workshops/training for other team members in the IT Team to gain a detailed understanding of the application.
