Description
The Health Care Management and Coordination System (HCMACS) Program was established in 2023 under the clients Health and Human Services (HHS) Enterprise Coalition, a collaborative multi-agency effort that provides strategic direction and federal funding guidance for HHS Information Technology (IT) projects with cross-organizational impact. The HCMACS Program aims to deliver an integrated, enterprise-wide Electronic Health Record (EHR) platform that will help unify care delivery across multiple state agencies, Tribes, public health institutions, and community-based providers. HCMACS will be initially implemented at state-run facilities within clients Department of Social and Health Services (DSHS) and the Department of Corrections (DOC), as well as at safety net organizations who work with the Health Care Authority (HCA) to serve Medicaid patients. Epic has been selected as the Enterprise EHR Solution vendor for HCMACS.
The goal of the HCA HCMACS Project is to lead the successful configuration and implementation of the HCMACS Enterprise EHR System across a diverse network of Medicaid providers, including Indian Health Care Providers (IHCPs), Federally Qualified Health Centers (FQHCs), behavioral health providers, rural providers, and critical access hospitals. HCA intends to offer HCMACS as a software-as-a-service (SaaS) solution to these safety net organizations using a phased approach.
The HCA HCMACS Project will ensure that safety net organizations are fully supported through onboarding, training, and technical assistance, enabling them to adopt the system effectively. Ultimately, the HCA HCMACS Project seeks to improve care coordination, data sharing, and health outcomes for states Medicaid population by fostering meaningful engagement and building long-term capacity within its providers.
Position Summary:
The Fiscal Analyst will provide essential financial oversight and support for the Health Care Management and Coordination System (HCMACS) Program, a multi-agency initiative to implement an enterprise-wide Electronic Health Record (EHR) platform across state Medicaid-serving providers. This role ensures that all fiscal activities related to the HCMACS project are compliant with state and federal funding requirements, accurately tracked, and aligned with program goals.
The Fiscal Analyst will work closely with HCA leadership, program managers, vendors, and partner agencies to manage budgets, monitor expenditures, support procurement processes, and prepare financial reports. This position is critical to ensuring the financial integrity and sustainability of the HCMACS implementation.
Key Responsibilities:
Budget Development & Monitoring:
Assist in the development, tracking, and management of the HCMACS project budget, including federal and state funding sources.
Monitor expenditures and encumbrances to ensure alignment with approved budgets and funding guidelines.
Financial Reporting & Analysis:
Prepare regular financial reports, forecasts, and variance analyses for internal and external stakeholders.
Analyze financial data to identify trends, risks, and opportunities for cost optimization.
Grant & Federal Funding Compliance:
Ensure compliance with federal funding requirements, including CMS guidelines and cost allocation rules.
Track and report on grant expenditures and assist with audit preparation and documentation.
Procurement & Contract Support:
Support procurement processes by preparing cost estimates, reviewing vendor invoices, and ensuring contract compliance.
Collaborate with procurement and legal teams to align fiscal activities with contract terms and deliverables.
Internal Controls & Documentation:
Maintain accurate and organized financial records, including documentation for audits and federal reporting.
Support the development and implementation of internal controls and fiscal policies.
Cross-Agency Coordination:
Coordinate with fiscal staff from partner agencies (e.g., DSHS, DOC) to ensure consistent financial practices across the HCMACS Program.
Participate in interagency workgroups and governance meetings as needed.
Qualifications:
Bachelor's degree in accounting, finance, public administration, or a related field.
Minimum 3-5 years of experience in public sector budgeting, financial analysis, or grants management.
Knowledge of state and federal funding processes, including Medicaid and CMS funding streams.
Strong analytical, organizational, and problem-solving skills.
Proficiency in financial systems, spreadsheets, and reporting tools (e.g., Excel, ERP systems).
Excellent communication skills and ability to work collaboratively in a cross-functional environment.

The pay range for this position is $60.00 - $70.00/hr.
