Scope of Work/Job Characteristics



The Technical Writer will serve as the principal line of communication for the project team. It is responsible for developing, maintaining, and updating comprehensive technical business and user documentation for various IT projects, ensuring clarity, accuracy, and adherence to organizational standards. The duties and responsibilities of this position are as follows:




  • Develop and maintain comprehensive technical documentation for IT projects;


  • Create business documentation, including project plans, business cases, and requirements documents;


  • Produce user documentation, such as user guides, manuals, and training materials;


  • Collaborate with IT project managers, business analysts, and developers to gather information;


  • Ensure documentation is accurate, clear, and concise;


  • Update and revise documentation as projects evolve;


  • Utilize documentation tools and software to create and manage documents;


  • Conduct interviews and research to understand project requirements and technical details;


  • Review and edit documentation created by other team members; and


  • Ensure all documentation adheres to organizational standards and guidelines; particularly, the Department's Program Management Office (PMO) standards and Rule 60GG-1, Florida Administrative Code (F.A.C.).



NOTE: This position is designated as "essential staff" and is expected to report for duty when instructed to do so in times of emergency or potential emergency as required by Rule 33-208.002 (4), F.A.C.







Required Qualifications



A bachelor's degree from an accredited college or university in Computer Science, Information Systems, Technical Writing, Business Administration, or related field or three (3) years of equivalent work experience is required. Relevant experience may be substituted for education on a year-for-year basis when applicable.



The Department requires the following experience, skills, and/or knowledge for this position:




  • Three (3) or more years of proven business or technical writing experience and a working knowledge of multiple software and graphics packages;


  • Excellent written and verbal communication skills;


  • Strong understanding of technical concepts and ability to translate them into user-friendly documentation;


  • Expert proficiency with Microsoft Word, Excel, Visio, PowerPoint, and Adobe Acrobat;


  • Ability to work independently and support multiple projects simultaneously;


  • Strong attention to detail and organizational skills;


  • Experience in creating various types of documentation, including technical, business, and user documentation;


  • Experience preparing status reports and providing management briefings;


  • Experience with meeting facilitation and documentation;


  • Ability to document user stories and write business IT system requirements;


  • Ability to collaborate effectively with cross-functional teams; and


  • Familiarity with project management methodologies and tools.



NOTE: In addition to the above list, the selected Candidate must successfully complete a Level II Background Check.



Preferred Qualifications



The Department prefers the Candidate to have the following experience, skills, and/or knowledge for this position:




  • Certification in technical writing or related field;


  • Knowledge of industry standards and best practices for documentation;


  • Experience with state or federal government IT projects;


  • Familiarity with software development lifecycle (SDLC) methodologies, such as Agile, Scrum, or Waterfall;


  • Familiarity with content management systems (CMS) and version control systems;


  • Proficiency with business intelligence tools (e.g., Power BI, Tableau), data analysis software (e.g., Structured Query Language, Python, R, Statistical Analysis System), project management software (e.g., MS Projects, JIRA Software, Trello), and databases and Enterprise Resource Planning (ERP) systems;


  • Experience with graphic design tools for creating diagrams and visuals;


  • Understanding of cybersecurity principles and practices;


  • Experience in conducting training sessions or workshops;


  • Ability to create multimedia content, such as video tutorials;


  • Experience with user experience (UX) design principles;


  • Ability to demonstrate a take-charge, can-do attitude with the initiative to solve complex problems;


  • Strong communication skills to effectively communicate with diverse stakeholders;


  • Knowledge of IT standards and security in a criminal justice environment;


  • Positive team player with a high-energy level and diligent work ethic; and


  • Ability to meet or exceed deadlines, thrive in a fast-paced environment, and organize and prioritize activities.
