Our direct client is looking for a Business Analyst EPS Modernization for a 99% Remote long term contract position in Harrisburg, PA.
Note:
- Currently the position is 100% remote, but that could change if the Governor decides to call Commonwealth employees back into the office on a full-time or hybrid basis. The current telework policy is subject to change at the Governor s discretion. There may be additional in-person requirements but those would be communicated in advance (team building opportunities, conferences, trainings, etc.).
- Local candidates are preferred.
- For first day processing, possible badging and to pick up commonwealth-issued equipment candidate must physically report to The Keystone Building, located at 400 North Street, Harrisburg, PA 17120. There is metered, on-street/parallel parking in front of and around the building. PennDOT is not responsible for parking costs.
- Interviews will be virtual via Microsoft Teams.
JOB DESCRIPTION:
- EPS Modernization BA
- The Senior Business Analyst (BA) will work with stakeholders and development team members as directed by the PennDOT Bureau of Business and Service Management to provide requirements gathering, testing, and related support throughout the project lifecycle.
Senior BA will (but not limited to):
- Provide a comprehensive, independent evaluation of existing efforts
- Support requirements elicitation, prioritization, validation, and documentation
- Document process changes as needed for improved business processes
- Participate in the planning, conducting, and evaluation of testing activities
- Provide guidance and serve as a liaison between the development team, vendor, and project stakeholders to report and resolve issues
- Provide meeting agendas and meeting minutes for specified meetings
- Support the creation and submission of project documentation and coordinate approval of all documentation
- Assist with implementation support and outcome documentation
- Be knowledgeable of, adhere to, and contribute to established digital accessibility regulations and standards
- The Senior BA will perform various testing and validation activities surrounding the EPS Modernization iterative releases as agreed upon by the project s governance team. The Senior BA will perform the following testing support activities:
- Create test scripts
- Prepare test data
- Execute and support user acceptance testing (UAT)
- Coordinates and tests accessibility conformance
- Document testing outcomes, identify gaps, and report system defects and issues
- Collaborate and triage found issues and track to ensure timely resolution
- The Senior BA will compile testing documentation into reports that include various documents such as:
- Test Scripts and Outcomes Reports
- The Senior BA will provide design and implementation support services surrounding the implementation of the EPS Modernization releases. Sample services include:
- Supporting Go-Live activities
- Capturing and communicating implementation schedule changes
- Updating project documentation based on implementation outcomes
- Maintain work products and track modifications through the BA Services documentation change management processes
The Senior BA will compile implementation documentation into Implementation Outcome Reports that include various documents such as:
- Session Notes
- Requirements Change Management Reports
- Recommendations for subsequent Go-Live planning
SKILL MATRIX:
- Business Analysis experience. - Required
- Capable of applying the listed knowledge, skill, competency, or performing the activity independent of supervision. - Required
- Able to instruct and mentor others in the exercise or performance of the business analysis responsibilities. - Required
- Mastery of industry standards & best practices for the business analysis responsibilities with the ability to contribute improvements to the practice. - Required
- Experience and/or familiarity with agile development methodologies is preferred, but not required - Plus to have
- Experience and/or familiarity with AWS and/or Ruby on Rails is preferred, but not required. - Plus to have

Question 3: Do you understand, and will abide by, the provision in your subcontract with OST that it is PROHIBITED for government equipment to be taken or used outside of the United States by your contractors? The consequences of this occurring can and will result in repercussions to you, the prime vendor, regardless if the candidate works for a sub-vendor of yours. It will also result in immediate termination of the contractor, and make them ineligible for rehire in the program.
Question 4: As mentioned, this requisition will feature first round interviews via Teams. In order to deter a fake candidate scam the candidate must present a valid photo ID to the camera at the beginning of the interview. They also must pan the camera 360 degrees in the fixed room for the panel to see to make sure they are the only person in the room during the interview. Do you accept these conditions?
