Job Details

CTEC is seeking a Senior Capture/ Task Order Proposal Manager, to lead all aspects of task order proposal development, including but not limited to content/layout planning, kick-off meeting, schedule management, writing packages, action/issue tracking, proposal structure, compliance oversight, review team coordination, and production oversight.

Responsibilities:

  • Provide critical leadership from early capture strategy development through the post-submission phases of the proposal. The Capture/Task Order Proposals Manager will formulate, communicate, and implement an integrated capture and proposal strategy that provides customers with a clear and defendable justification for selecting CTEC.
  • Intelligently applies CTEC s Proposal Development Process to create compliant, high scoring proposals. Effectively tailors the process to accommodate quick-turn responses.
  • Provides proposal support under various BPA/GWAC/MAC/IDIQ contracts.
  • Facilitates weekly/daily stand-up calls and data calls when teaming with other partner companies is involved.
  • Reviews responses (including content and graphics) iteratively to drive development of high-quality proposals ensuring responsiveness to requirements, thoroughness, accuracy, consistency, quality and effective design and layout.
  • Creates the proposal outline based on task order requirements and meaningfully contributes to solution and win-theme development in concert with business development, capture management, program management, and Group leadership.
  • Assists in the development and refinement of repeatable templates, and standardized processes to streamline task order proposal development.
  • Works collaboratively with capture management, program management, and subject matter experts to refine proposal sections to ensure compliance, consistency, and reflection of win strategies.
  • Responsible for a compliant proposal product in response to requirements.
  • Responsible for confirming customer receipt of proposal in advance of submission deadlines.

Typical Duties and Responsibilities:

  • Bachelor s degree in related field or equivalent experience
  • Minimum 8+ years of capture/proposal management experience
  • Demonstrated ability to lead and collaborate with a diverse team of professionals.
  • Strong time management skills and ability to work efficiently in a fast-paced environment with multiple deadlines and changing priorities.
  • Strong attention to detail and ability to produce high-quality material.
  • Excellent organizational, written, and verbal communication skills
  • Dynamic interpersonal skills to interact with all levels of staff and management.
