Job Description:

  • Provide program management leadership and expertise on large-scale, complex, and high-risk initiatives.
  • Oversee multi-project programs, ensuring successful delivery throughout the full life cycle.
  • Deliver programs efficiently and cost-effectively while ensuring compliance with organizational methodologies and standards.
  • CollaboXX with internal teams, vendors, and stakeholders to guide delivery, monitor performance, and manage risks.
  • Provide stXXgic leadership across project planning, stakeholder engagement, vendor management, and implementation efforts.
Requirement/Must Have:
  • 10+ years of demonstrated experience in leading technical implementations
  • Experience working with and managing external vendor relationships
  • Experience communicating with cross-functional teams, IT partners, clients, and senior leadership.
  • Experience preparing executive-level documentation (e.g., presentations, technical strategy, option analysis).
  • Experience providing regular updates on risks, issues, and decision points to leadership and executive teams.
Experience:
  • Proven experience delivering program-level leadership on complex IT solutions
  • Knowledge and experience working within public sector methodologies and gating processes.
  • Experience with government procurement, vendor management, and contract processes.
  • Experience leading multidisciplinary teams and managing cross-functional program dependencies.
  • Experience with Windows Server, DB2, Infosphere, SPSS, ETL tools, and Cognos.
  • Experience collaborating with cybersecurity teams for assessments and compliance (TRA, PIA, PEN, BIA, etc.).
  • 10+ years of technology leadership for applications with 10,000+ users
  • Experience managing legacy upgrades, migrations, refreshes, and infrastructure transformations.
  • Proven experience with complex budgeting across multiple funding channels.
Responsibilities:
  • Provide leadership across full program life cycle from strategy through transition to operations.
  • Candidateage cost, risk, schedule, governance, technical performance, and inter-project dependencies.
  • Lead change management strategies and stakeholder engagement activities
  • Guide the development and communication of content including roadmaps, updates, and deliverables.
  • Analyze organizational environments to identify risks and recommend mitigation strategies.
  • Lead reporting and facilitate executive steering committee.
  • Direct multiple concurrent digital transformation initiatives and ensure alignment with business goals.
  • Provide mentorship, facilitate stakeholder consultations, and support consensus building.
  • Ensure adherence to I&IT standards, policies, and best practices.
Should Have:
  • Experience in leading cross-functional government IT initiatives.
  • Experience working with compliance, privacy, and risk teams.
  • Knowledge of public sector digital standards and practices.
