Job Description:
We are seeking a Senior IT Business Analyst to lead requirements gathering, business process reengineering, and system analysis for Social Services Applications (SSA). The role involves analyzing policies, developing business rules, preparing technical specifications, and ensuring systems align with business strategies. The analyst will support eligibility systems (TIERS, SSP, EST), mentor team members, and provide guidance on compliance, documentation, and process improvement.
Key Responsibilities:
Analyze business systems, user needs, and policies to define requirements and functional specifications.
Develop business rules, technical documentation, and solution options with cost/benefit and ROI analyses.
Support SSA eligibility systems and provide technical assistance to users.
Lead quality assurance, process improvement, and root cause analysis initiatives.
Review and provide feedback on project deliverables (charters, designs, test plans, risk assessments).
Prepare reports and communications for stakeholders, including executive management.
Mentor SSA staff and provide consultation across technical and business teams.
Minimum Qualifications:
8+ years experience mentoring staff and providing technical/business consultation.
Strong skills in policy and technical analysis, business process mapping, and system documentation.
Proven ability to communicate effectively with stakeholders, prepare concise requirements, and create technical designs.
Experience in diagnosing application problems and supporting large IT systems.
