Description:
- Development of architecture roadmaps and implementation plans
- Analysis and readiness plans for adaptation of new processes or technologies
- Architecture governess
- Architectural diagrams

- Consult and advise State on architecture changes to VHC infrastructure
- RFP input and review
- Contract input and review
- Participate in the Operational Change Review Board (OCRB) for Architecture Changes

- Architectural design roadmap
- Oracle Software design and integration
In Scope:
- The EA will be providing architectural views that help communicate the complexity of large systems and facilitate the management of extensive, complex environments.
- The EA will be improving consistency, accuracy, timeliness, integrity, quality, availability, access, and sharing of IT-managed information across the State of Vermont enterprise.
- State of Vermont Enterprise Architecture Approach
- The EA will be considered a member of the ADS Chief Technology Office, Division of Enterprise Architecture. The EA will report to the Chief Technology Officer (CTO) or a delegate appointed by the CTO. The EA will be responsible for the following:
- Weekly report to the CTO on the status of projects.
- Attend an agreed-upon number of informational and status meetings and, when appropriate, call and lead such discussions. Discussions may take the form of project meetings. Discussions will include design sessions with State of Vermont Enterprise Architects, business-sponsored meetings, appointments to Steering Committees, Project Management, appointed State IT Executives, Agency Program Managers, and other consultants designated by the State.
- The EA will use tools provided by the State of Vermont. These tools are: a state- issued desktop or laptop computer, Microsoft Office applications, Microsoft Visio, Azure DevOps, office space in either the State Office Complex, Waterbury or The Enterprise Architecture Office, Montpelier.
- The EA will have the requisite skills and experience to perform any or all of the following as directed by the Chief Technology Officer or designee in support of State technology initiatives:
Requisite Skills
- Experience working within an Architecture Framework such as TOGAF or FEAF.
- Experience working within at least two Architecture Domains
- Business Architecture
- Application Architecture
- Information/Data Architecture
- Technology Architecture
- Excellent oral and written communication skills
- Ability to work within a team
- Ability to meet shifting deadlines
- Ability to work within a set budget
Produce the deliverables as required, including:
- Technology Road-maps
- Architecture Gap Analysis Report
- Support in the procurement processes such as identifying needs through review of demonstrations, bid submissions or contracts
- Current State Logical Architecture diagrams
- Future State Logical Architecture diagrams
- Architecture Vision documentation for use by business partners
- System integration and data-flow diagrams
- Centers for Medicare and Medicaid Services (CMS) Certification artifacts when applicable
The EA will provide deliverables as referenced in this SOW to the CTO or designee and as required, State or Federal agencies in the agreed-upon format and timeframe.
