Scope of Work and Position Responsibilities
Mission Objective:
The Army Aviation Center of Excellence (AVCOE) enables TRADOC's aviation mission to recruit, train, educate, and develop the Army while establishing standards to ensure readiness for any battlefield now and into the future. The IT support services contract consolidates eleven critical IT functions under a single vehicle, providing economies of scale for customer support, video conferencing, system administration, cyber security, and other essential IT services across all AVCOE organizations. As IT Program Manager, you will drive mission success by developing strategic plans for enhanced IT service delivery, managing cross-functional teams, and ensuring compliance with government regulations while serving as the primary point of contact for all contractual matters to support AVCOE's mission-critical operations.

As IT Program Manager, you will drive mission success by developing strategic plans for enhanced IT service delivery, managing cross-functional teams, and ensuring compliance with government regulations while serving as the primary point of contact for all contractual matters to support AVCOE's mission-critical operations.
Position Responsibility:
- Serve as the primary point of contact for all contractual matters, facilitating direct coordination with the Contracting Officer Representative.
- Develop and implement strategic plans to enhance IT service delivery and support the mission-critical operations of the Army Aviation Center of Excellence.
- Ensure compliance with government regulations and industry best practices, including ITIL, to optimize service delivery and customer satisfaction.
- Manage and coordinate cross-functional teams focused on Audio/Visual Support, Systems Administration & Cloud Support, Customer Service Support Center, Cyber Compliance & Support, and Application Development & Maintenance.
- Communicate project needs and progress to government stakeholders, providing clear and concise updates on project status and performance metrics.
- Develop and maintain a robust Quality Control Plan to ensure consistent delivery of high-quality services in accordance with the Performance Work Statement.
- Provide leadership and guidance to IT personnel, fostering a culture of continuous improvement and professional development.
- Manage financial resources effectively, ensuring adherence to budgetary constraints and optimizing resource allocation across all IT projects.
- Identify and mitigate risks to project timelines and deliverables, implementing proactive measures to ensure successful project outcomes.
- Implement procedures to identify, prevent, and ensure non-recurrence of defective services, maintaining a focus on continuous improvement and quality assurance.
Experience:
- 12 years of experience managing IT operations within the Department of Defense
- 7 years of experience in the management of government contracts
- Developing written and verbal presentations to Senior Ranking Government officials.
- Education: Masters Degree in Computer Science or similar IT Field
- Certifications: Project Management Professional (PMP)
