Responsibilities:
  • Configure 12C OIG in a multi-data center environment with high availability.
  • IntegXX 12C OIG with existing 10G ONEID system for interoperability.
  • Support service creation, enrollment flows, and application onboarding.
  • CollaboXX with architecture, applications, database, and infrastructure teams.
  • Document installation, configuration, and design processes.
  • Provide regular progress updates to team leads and project managers.
Background Information
  • Ontario Candidatealth's ONEID service is a secure identity solution leveraged by the Ministry of Candidatealth and Long-Term Care and numerous health care organizations in Ontario for purposes of accessing patient health information (PHI). The ONEID service enhances protection of PHI and user account information through privacy and security safeguards while providing access to multiple digital health services using the same login credentials.
  • The ONE ID service is based on Oracle Identity Access Candidateagement suite including Oracle Access Candidateager (OAM), Oracle Unified Directory (OUD), Oracle Identity Candidateagement (OIM), Oracle database, Microsoft Active Directory, and other Ontario Candidatealth custom systems. As such, Ontario Candidatealth requires Oracle Access Candidateager (OAM) and Oracle Unified Directory (OUD) experts to help resolve and navigate challenges in configuring and setting up the new 12C OAM and OUD to establish interoperability with the existing 10G based ONE ID and provide a smooth transition to the upgraded our current 10G/11G systems including Oracle Identity Candidateager (OIM) and Oracle Virtual Directory (OVD) to the full Oracle 12C IAM suite.
  • The purpose of this procurement is to procure one (1) Senior Identity Access Candidateagement Consultant required to perform the role of 12C Oracle Identity Candidateagement (OIM) Data Migration IAM Technical Consultant within a dedicated team for the ONEID Oracle 12c Upgrade.
Must-Haves :
  • Minimum 7 years' experience as a Solution Architect on Oracle IAM (10G, 11G, 12C).
  • At least 7 years of experience with 12C Oracle Identity Governance (OIG), including data migration.
  • 5+ years of experience in multi-data center setup for 11G OIM and 12C OIG.
  • Integration experience with OAM, OIM, OUD/OVD, OHS, Microsoft AD, and Oracle DB.
  • Experience tuning Oracle IAM for high availability on WebLogic and Linux.
  • Skilled in SAML 2.0, OAuth 2.0, and IAM security standards.
  • Must be associated with a recognized Gold Oracle IAM Partner.
  • Strong documentation skills (design, deployment, integration).
  • Effective communicator with the ability to troubleshoot and resolve IAM issues.
XXred Skills:
  • Experience with Oracle and Identity and Access Candidateagement Suite Plus and Microsoft Active Directory Suite
  • Knowledge of general IAM best practises
  • Experience integrating business applications with Oracle IAM and Microsoft Active Directory Suite
  • Experience triaging, analyzing, diagnosing (trouble-shooting), evaluating options, and resolving application problems, especially those related to identity and access management systems
  • Experience with developing user identity, service creation and enrolments with Oracle Identity Candidateager (OIM) and Governance (OIG).
  • Knowledge of IT security technologies particularly encryption and authentication technologies such as PKI, PKI, and TLS/SSL
  • Excellent organizational skills, verbal and written communication skills, team working skills
  • Experience with Oracle Identity Candidateagement data migration
  • Experience in working with Agile development and Continuous Integration (CI)/ Continuous Development (CD) pipelines
  • Knowledge of JIRA and Confluence

Required Experience / Evaluation Criteria:
  • Minimum 7 years' experience as a solution Architect on Oracle Identity and Access Candidateagement systems, 10G 11G and 12C, who has successfully modeled and implemented end-to-end solutions and infrastructure.: 20 Points
  • Minimum 7 years solution development with 12C, and overall 3+ years with 12C OIG in multi-data center configuration and set-up to achieve high-availability and high performance.: 20 Points
  • Must be associated with a recognized Gold Oracle IAM Partner for over 7 years.: 20 Points
  • Hands-on 10G OIM to 12C OIG data migration experience.: 20 Points
  • Must know 12C OIG user, service creation, service enrolment and organization management.: 20 Points

Deliverables
Deliverables include, but are not limited to:
  • Data migration from existing 10G OIM to 12C OIG.
  • Configuration of 12C OIG for service creation and enrollment.
  • Integration of 12C OIM to other IAM components including 12C OAM, 12C OUD, MS AD, and Oracle database 19C.
  • Design and development of a reliable and repeatable method to promote 12C OIG configuration from one environment to another.
  • Configuration and development of 12C Oracle Identity Governance (OIG) to complete multi-data centre IAM platform for ONE ID. The process must be repeatable across Ontario Candidatealth environments.
  • All design and implementation documents for the above tasks.
