Job Description:

A government-affiliated agency is seeking an experienced Senior Business Analyst (BA) to support multiple initiatives aimed at improving outcomes for students, with a particular focus on the early childhood integrated data system project.

This position involves advanced business analysis responsibilities, along with user experience (UX) design work to ensure user-friendly, research-backed solutions. The analyst will collaborate closely with product teams and stakeholders to propose and validate design decisions, and ensure they align with industry best practices and agency-wide standards.

The BA will be engaged throughout the software development lifecycle, helping to establish, manage, and validate system requirements. This includes ongoing work on enhancements and post-implementation features to maintain and improve solution quality and usability.


Key Responsibilities:

  • Elicit and document business and system requirements through interviews and stakeholder collaboration.

  • Support and oversee multiple software development lifecycle (SDLC) phases.

  • Lead business process re-engineering and recommend improvements to system workflows.

  • Develop clear, well-structured user stories and use cases.

  • Design UX wireframes, mockups, and prototypes using Figma or similar design tools.

  • Ensure adherence to accessibility standards (e.g., Section 508, WCAG).

  • Serve as a liaison between stakeholders and technical teams to ensure successful requirement translation and implementation.

  • Participate in post-deployment enhancement planning and requirements validation.


Minimum Requirements (Skills & Experience):

  • 8 years of experience in requirements elicitation and authoring system requirements.

  • 8 years of experience with full software development lifecycles.

  • 8 years of experience in business process re-engineering and process improvement.

  • 8 years of experience developing use cases and user stories based on best practices.

  • 8 years of experience in creating mockups and wireframes aligned with UX principles.

  • 5 years of demonstrated communication and facilitation expertise.

  • 5 years of strong writing and documentation experience.

  • 4 years of experience designing wireframes, mockups, and prototypes using Figma or similar tools.

  • 3 years of experience ensuring web and application design compliance with federal accessibility guidelines.


Preferred Qualifications:

  • 3 years of experience using Modern Requirements software for requirements management.

  • 3 years of experience using Atlassian Jira for issue tracking and agile workflow.

  • 2 years of experience working with or within state or local education agencies, particularly the Texas Education Agency (TEA).

  • 1 year of experience in early childhood education or care settings.
