This is a Information Technology Specialist (SYSADMIN/APPSW) position location in Enterprise Support, Information Technology, Technology Solutions Division, Vetting & Credentialing Systems Branch, Transportation Security Administration (TSA), Department of Homeland Security (DHS).Duties include but are not limited to:

  • Participates in software development project planning to ensure operational awareness of pending application design and functionality changes and analyzes the impact to operations and maintenance. Performs secure programming and identifies potential flaws in codes to mitigate vulnerabilities. Makes optimal use of resources under limited supervision to complete activities within established schedules.
  • Addresses security implications in the software acceptance phase including completion criteria, risk acceptance and documentation, common criteria, and methods of independent testing. Captures security controls used during the requirements phase to integrate security within the process, to identify key security objectives, and to maximize software security while minimizing disruption to plans and schedules.
  • Communicates complex technical requirements effectively with executives from the private sector and U.S. Government officials from the Department of Homeland Security (DHS), TSA, and other Federal, state, and local agencies. Coordinates significant technical matters with representatives of external organizations. Established policies/procedures provide guidance for most assignments but allow considerable discretion to select the most appropriate approach or to recommend new approaches.
  • Drives ongoing technical support services for the Transportation Security Agency (TSA) application program including integration design and integration of complex IT Systems and infrastructure. Plans and schedules the installation of new or modified hardware, operating systems, systems configuration, and applications software. Evaluates and recommends adoption of new or enhanced approaches to delivering IT services and prepares proposals for the acquisition of IT products.

Qualifications

FOR ALL IT POSITIONS: To qualify, you must have IT-related experience demonstrating each of the four competencies listed below.

  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.


In addition to the requirements for all IT positions, to qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H or GS-12 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialized experience MUST include all the following:

  • Applying agile methodology to design, test, and implement solutions to meet the needs of the end users.
  • Developing software using modern tools and methods including, git-based version control, Continuous Integration/Continuous Delivery, test driven design (TDD), and integrated DevSecOps collaboration platforms (e.g. GitLab, GitHub).
  • Experience delivering frequent software releases that deliver business value, reduce maintenance complexity, and solve security vulnerabilities.
  • Experience deploying containerized software packages on Kubernetes-based Platform-as-a-Service (PaaS) platforms.

In addition to the requirements for all IT positions, to qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-I or GS-13 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialized experience MUST include all the following:

  • Applying agile methodology to design, test, and implement solutions to meet the needs of the end users.
  • Experience training teams to develop software using modern tools and methods including, git-based version control, Continuous Integration/Continuous Delivery, test driven design (TDD), and integrated DevSecOps collaboration platforms (e.g. GitLab, GitHub).
  • Leads teams of software developers to deliver frequent software releases that deliver business value, reduce maintenance complexity, and solve security vulnerabilities.
  • Experience training teams to deploy containerized software packages on Kubernetes-based Platform-as-a-Service (PaaS) platforms.

Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
