The Worker will apply their expert knowledge of Microsoft .NET Core software development at RRC for agency business applications to support the needs of the Mainframe Transformation project teams.
The .NET Lead Developer performs advanced analysis and programming work involving all technical aspects of supporting, improving, and enhancing RRCs mainframe modernization project.
This position requires strong .NET Core programming experience, experience with JSON, Swagger, MS-SQL, and C# core skills to be able to develop custom integrations with the existing RBDMS platform. We are seeking a proactive team leader who will be responsible for enhancing the assigned application and solving production issues. Work assignments follow a defined software development life cycle (SDLC) process using a modified Agile-like approach for completing code changes for defined releases. The .NET Lead Developer works across multiple agency stakeholders to ensure online form applications are developed, unit tested, regression tested and delivered error free in support of regulation requirements for the Oil and Gas and Energy Industry of Texas.
ESSENTIAL FUNCTIONS:

- Application Development Best Practices: Develop software, or forms components, recommend database schema changes and ensuring they adhere to and industry standards, best practices, and customer requirements. Perform testing to verify that the product matches the requirements, including the creation of test data, test cases and test scripts.
- Development / Production Support in LoneSTAR application.
- Technical Skill: Perform technical analysis on existing defects or proposed enhancements to increase efficiency or to adapt to new procedures. Identify root cause and solution for complex problems
- Team Contribution: Collaborate with the project team for sprint/release work on tasks such as providing development effort estimates, discussing architecture and design, triage and resolving defects or issues in multiple environments and providing status on work assignments or issues; Prepare and maintain technical documentation as required (i.e., process flows, object or data models, project plans, environment diagrams, test plans, etc.).
- Independently write, debug, and optimize high-quality code using .NET Core, C#, and Azure services for complex enterprise applications.
- Design and implement modern web APIs, microservices, and data-driven solutions in Azure environments, leveraging tools such as Azure App Services, Azure Functions, Logic Apps, and Azure SQL.
- Take ownership of critical modules and drive them through the full SDLC, including architecture, development, testing, deployment, and support.
- Actively participate in and lead code reviews, ensuring maintainable, secure, and efficient code is delivered.
- Mentor and guide junior developers, promoting a culture of continuous learning, technical excellence, and accountability.
- Work closely with project managers, business analysts, and architects to analyze business requirements and convert them into technical specifications.
- Collaborate with DevOps teams to manage CI/CD pipelines in Azure DevOps and contribute to automation and release processes.
- Troubleshoot complex production issues, perform root cause analysis, and implement long-term fixes.
- Drive quality initiatives such as unit testing, code coverage, performance monitoring, and logging best practices.
- Lead or contribute to modernization initiatives, including Mainframe Transformation and legacy re-platforming efforts..

- TERMS OF SERVICE
Services are expected to start 01/19/2026 and are expected to be completed by 8/31/2026. Total estimated hours per Candidate shall not exceed 1480 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing, which will be determined in July or August of 2026 based on RRC funding availability for the next fiscal year.
- WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Railroad Commission of Texas. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. . A consistent work schedule will be determined with input from selected candidates based on workload and assignments.
The primary work location(s) will be at Work from Home. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Railroad Commission of Texas will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Railroad Commission of Texas.
- ADDITIONAL TERMS AND CONDITIONS
The term of the Purchase Order will be January 19, 2026, through August 31, 2026, with the option for 3 one-year renewals at the RRC's sole discretion, depending on satisfactory performance and availability of funding.
The Purchase Order term may not be extended except by POCN prior to the first term has ended: 1st Renewal September 1, 2026, through August 31, 2027
2nd Renewal September 1, 2027, through August 31, 2028
3rd Renewal - September 1, 2028, through August 31, 2029
