SCOPE OF WORK

Junior Project Manager

The Department of Taxation is looking for a skilled Junior Project Manager to support the IT and Business Project Managers for the Department of Taxation and Project MYNT, the modernization project of its unified tax system (UTS). The Jr. PM will work directly under Project MYNT and report to the Enterprise Project Manager. The Jr. PM job duties will include working with the IT and/or Business teams to coordinate people and resources to execute and deliver projects within a specified timeline. The Jr. PM is an integral role within the Enterprise Project Management organization and will serve as a liaison between EPMO and the agency business units to manage multiple projects from inception to completion. The successful candidate should have strong knowledge and experience with a variety of project management methodologies and industry standards.

RESPONSIBILITIES

The Jr. PM will be responsible for creating long and short-term plans, setting targets for milestones and adhering to deadlines. Effective decision making and task delegation are core functions of this position. Stakeholder communication and quality control are overarching functions of this position.

  • Support Sr. Project Manager(s) as directed
  • Draft project artifacts consistent with PMBOK best practice
  • Maintain the on-going integrity of project schedules through project completion
  • Project plan creation and management to adhere to milestones and deadlines
  • Assist in the development of Business Process Diagrams and Flow Charts
  • Evaluate the documentation created for a UTS Modernization project
  • Understanding the AS-IS business platform and the processes that support the systems within the Department of Taxation.
  • Understanding the Functional and Technical Requirements for the project
  • Supporting preparations for modernization
  • Organizing, attending, and publishing minutes of various Department meetings
  • Review and preparation of content for internal publication and distribution
  • Engage with the Management Analyst (MA) and Business Process Analyst (BPA) teams to accomplish project tasks
  • Perform quality control on project work through the project(s) lifecycle

DELIVERABLES

Modernization Project Deliverables:

  • Develop project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility
  • Coordinate people and resources to execute and deliver projects within a specified timeline
  • Assess risks and establish mitigation strategies to eliminate project blockers
  • Create project plans with identified deliverables
  • Provide project updates to stakeholders per demand and requirement
  • Ensure project delivery is on time, as per scope and within the allocated budget

REQUIREMENTS

  • Agreement to follow IRS Pub 1075 Requirements
  • Agreement to State background check

Education

  • Bachelor's degree in Business or a related field preferred and/or Project Management Certification

Technical Skills

  • Excellent knowledge of MS Office including Outlook
  • Ability to use MS Visio, MS Project and PowerPoint

Soft Skills

  • Proficient in reading, writing, and proofreading
  • Excellent organizational and multi-tasking skill
  • Outstanding communication and interpersonal abilities
  • Creativity, team player, and customer-oriented mindset

Preferred Knowledge

  • Understanding, knowledge and use of industry standard toolsets

TRAVEL

  • There may be opportunities to travel out-of-state and in-state for training purposes.
  • Travel may be up to 4-5 times a year for a few days at a time.
