Role: SHIE Systems Specialist

Location: San Leandro, CA (1-day onsite mandatory)

Duration: 6+ Months

Overview: The SHIE Systems Specialist plays a critical role in advancing integrated health and social care by supporting the Social Health Information Exchange (SHIE) and Community Health Record (CHR) initiatives. This role combines program planning, technical assistance, stakeholder engagement, and compliance oversight, ensuring that data-sharing practices and interoperability workflows align with privacy regulations and best practices. Acting as a bridge between technology, community-based organizations (CBOs), and county agencies, the specialist ensures effective onboarding, program evaluation, and partner success.

Key Responsibilities:

  • Program Planning & Evaluation
  • Develop, implement, and evaluate SHIE programs to ensure effectiveness and alignment with organizational objectives.
  • Research program alternatives, funding opportunities, and new service delivery models.
  • Prepare reports and recommendations for leadership and oversight bodies.
  • Stakeholder Engagement & Technical Assistance
  • Serve as liaison among CBOs, county departments, providers, and funding agencies.
  • Provide technical assistance and training on SHIE processes, data standards, and privacy regulations.
  • Represent SHIE in meetings, coalitions, and workgroups at local, regional, and state levels.
  • Compliance & Contract Oversight
  • Monitor program compliance with HIPAA, 42 CFR Part 2, and other privacy regulations.
  • Manage contracts, renewals, and data-sharing agreements with providers and partners.
  • Ensure adherence to funding regulations and operational procedures.
  • Data, Reporting & Documentation
  • Compile and analyze program data for leadership, funders, and regulatory reporting.
  • Create training guides, workflow documentation, and technical reference materials.
  • Translate complex technical concepts into user-friendly content for diverse audiences.
  • Operational & Cross-Sector Collaboration
  • Coordinate onboarding processes with technology vendors and partner organizations.
  • Support budget monitoring, policy development, and operational guidance.
  • Facilitate cross-sector collaboration to improve integrated care and resource coordination.

Qualifications:

  • Education
  • Bachelor s degree in Public Administration, Health Administration, Social Sciences, or a related field.
  • Master s degree preferred (may substitute for two years of experience).
  • Experience
  • Minimum 3 years of professional-level experience in program planning, evaluation, contract administration, or grants management in healthcare, public health, or social services.
  • At least 1 year working with Health Information Exchange (HIE), Electronic Health Records (EHR), interoperability systems, or data-sharing initiatives.
  • Additional relevant experience may substitute for education on a year-for-year basis.

Knowledge & Skills

  • Strong knowledge of HIE operations, EHR systems, interoperability standards (HL7, FHIR), and data-sharing agreements.
  • Familiarity with HIPAA, 42 CFR Part 2, and state/local privacy laws.
  • Skill in program evaluation, contract negotiation, and compliance monitoring.
  • Ability to prepare clear reports, training materials, and process documentation.
  • Proficiency with MS Office Suite, Visio, and learning management systems.
  • Strong facilitation, communication, and relationship-building skills.
