Job Details
The full time Contracts Specialist plays a key role in supporting the efficient execution and compliance of construction-related contracts. Reporting to the Director of Construction, this position ensures that contracted work is tracked, documented, and delivered in accordance with company standards and public agency requirements. The role coordinates day-to-day contract workflows, including intake of work requests, invoice processing, labor compliance documentation, and data entry in enterprise systems.

Responsibilities
- Prepare and submit certified payroll reports and labor compliance documentation via eComply; ensure timely and accurate reporting to external agencies.
- Review wage and fringe benefit data for payroll adjustments in accordance with public works requirements; submit DAS 140 and 142 forms.
- Prepare and submit outgoing invoices for contracted work; monitor payments and coordinate with Accounting for reconciliation.
- Route subcontractor invoices for review and payment; enter costs in JD Edwards EnterpriseOne (E1) and maintain supporting documentation.
- Track and process incoming work requests; collaborate with supervisors and management to determine scope, scheduling, and resources.
- Maintain accurate job records in HxGN EAM, including labor, materials, and subcontractor data.
- Track subcontractor progress and documentation; assist with audits, reporting cycles, and contract renewals.
- Analyze contract data, invoice trends, and labor documentation to identify issues, gaps, and opportunities for process improvement.
- Prepare summaries and reports for stakeholders on contract status, compliance milestones, and required follow-ups.

Required Knowledge, Skills, and Abilities
- Strong understanding of public works contracting, labor compliance, and certified payroll requirements.
- Ability to review wage data, fringe benefits, and subcontractor documentation with accuracy and sound judgment.
- Quick learner with enterprise systems; able to manage records, track costs, and support reporting.
- Clear communicator with strong attention to detail.
- Able to manage multiple tasks and deadlines independently and reliably.
Effective collaborator with construction, accounting, and field teams.
Education and Experience
- Bachelor's degree in Finance, Engineering, Business, Project Management, or related field.
- Minimum of 5 years of progressive experience in contract administration, labor compliance, payroll reporting, or related administrative support in a public works or utility environment.
- Familiarity with construction and repair workflows preferred.
