Position: Business Management Specialist

Education: Bachelor s Degree in Computer Science, Information Systems or other Information Technology major, or equivalent work experience.

Required Experience

• 15+ years of experience in Strategic communications or project management
• Experience managing large-scale communication strategies or project management initiatives, particularly in government or public-sector IT environments; and
• Experience in corrections, law enforcement, or public safety domains is advantageous due to the unique challenges of managing high-risk communication flows and public engagement
• Experience with Multi-Project Communications Management
• Demonstrated success in managing communications across multiple initiatives and departments;
• Ability to align communication efforts across overlapping programs (e.g., CIMS modernization, TRP, PALM integration)
• Experience in creating centralized communication frameworks to prevent silos and ensure continuity.

Change Management:

• Strong understanding of change management frameworks (e.g., ADKAR, Prosci);
• Experience designing and executing communication plans to support change initiatives
• Ability to develop strategies to overcome resistance and foster workforce engagement during system upgrades and modernization projects

Crisis Communication and Executive Reporting:

• Experience preparing executive reports, dashboards, and presentations for leadership and external stakeholders

• Expertise in managing crisis communication protocols for unexpected disruptions (e.g., system outages, compliance issues);
• Proven ability to lead public relations efforts during high-stakes scenarios, ensuring transparent communication with lawmakers, the public, and media outlets.

Compliance Frameworks:

• Familiarity with state compliance frameworks (e.g., Criminal Justice Information Services [CJIS], National Institute of Standards and Technology [NIST], and Health Insurance Portability and Accountability Act of 1996 [HIPAA]);
• Working knowledge of CJIS standards for criminal justice information security;
• Understanding of HIPAA regulations for secure handling of healthcare-related data;
• Knowledge of NIST guidelines for cybersecurity practices.

Communication Skills:

• Exceptional writing, editing, and presentation skills;
• Ability to craft executive summaries, public-facing documents, and internal communications with precision and clarity;
• Experience tailoring content for diverse audiences, including internal staff, contractors, lawmakers, public stakeholders, and media; and
• Proficiency in developing templates, style guides, and visual communication strategies that align with the agency s brand and compliance requirements.

Leadership and Coordination:

• Proven leadership skills in inter-agency coordination and vendor management;
• Ability to manage cross-functional teams and align diverse stakeholders (internal
• and external) for seamless communication flow across OIT, PMO, and external partners.

Ability to Manage Complex Communication Demands Under Pressure:

• Manage multiple communication streams simultaneously during tight deadlines;
• Lead communication efforts during crisis events, such as cybersecurity incidents or critical system failures, ensuring stakeholders are kept informed in real time

Preferred Qualifications:

• Familiarity with business process mapping and defining current state applications in requirements documentation;
• Experience facilitating sessions with business leadership, Subject Matter Experts (SMEs), and users within a business function; and
• Skilled in understanding web applications and common application approaches to support business capabilities.
