Job Details

Title: Enterprise Architect (Azure, .Net)

Duration: 12 Months(Extendable)

Location: Richmond, VA (hybrid)

The position will act as the Technical Lead for an established development team that is currently adding additional staffing in support of the project. The Technical Lead will provide oversight, direction and guidance/consultation to the project development team throughout the entire project lifecycle through final acceptance of all deliverables. Will work with the project manager to ensure all aspects of project management disciplines and ensure compliance with agency specific and Commonwealth project management and project governance policies, procedures, standards and guidelines. Review and validate project deliverables to ensure information accuracy, thoroughness, completeness and compliance. Ensures project has a valid project plan that maintains scope, tasks, schedules, estimates, and status, and that information is accurately disseminated to IT management. Directs corrective actions in any area in which performance falls below objectives. Monitor the progress of the project and provide quick and accurate responses to Agency leadership as to status, issues and risks of the project. Assist in the preparation of reports and materials for regularly scheduled project reviews.
Required Skills:

  • Experience acting as a Technical Lead on a successful large-scale IT project
  • Extensive expertise in Azure Cloud Services like Azure AppServices, Azure Functions, AzureDevOps, Azure Storage, Azure Kubernetes Service, etc.
  • Proficient in one or more programming languages (e.g., C#, .NET, Python, JavaScript)
  • Solid understanding of RESTful APIs, microservice architecture, and serverless computing
  • Experience with CI/CD pipelines, Infrastructure as Code (IaC) using AMR templates, Bicep, or Terraform
  • Familiarity with monitoring and logging tools like Azure Monitor and Application Insights
  • Experience with SQL and NoSQL databases in Azure (e.g., Azure SQL, Cosmos DB).
  • Understanding of secure coding practices, role-based access control (RBAC), and compliance frameworks like GDPR or ISO
  • Proven experience as a technical lead or similar role leading development teams through full project lifecycle
  • Strong grasp of Agile/Scrum practices, ceremonies, and iterative development
  • Ability to work closely with Product Owners, Scrum Masters and stakeholders
  • Experience guiding junior developers, promoting best practices, and maintaining code quality
  • Ability to translate technical concepts for non-technical stakeholders
  • Ability to clearly communicate across distributed teams
  • Skill with problem-solving and architectural decision-making
  • Bachelor s or master s degree in computer science, Engineering, or related field strongly desired.
  • Scrum certifications such as SAFe highly desirable.
  • Microsoft certification as DevOps Engineer Expert highly desired
