Job Description
Required Education:
Bachelor's degree in computer science, Information Systems, or related field; or equivalent work experience.

Required Minimum Qualifications:
Expert level/Minimum eight (8) years' experience Tyler Technologies case management system
3-5 years of experience in application development, system integration, or IT automation.
3-5 years of experience in systems integration, application development, or middleware engineering.
Proficiency in SQL and database development, including query optimization and data management.
Experience with APIs, web services, and middleware platforms.
Strong skills in scripting and automation (e.g., PowerShell, Python, or equivalent).
Familiarity with enterprise applications, preferably case management systems such as Odyssey.
Knowledge of software development lifecycle (SDLC), Agile practices, and testing methodologies.
Strong problem-solving skills with the ability to analyze complex system issues.
Excellent communication and collaboration skills to work across technical and non-technical teams.

Preferred Qualifications:
Prior experience with court case management systems (Odyssey preferred) or justice partner integrations (e.g., eCourt, CourtView) highly desirable.
Prior experience in government, legal, or justice sector IT environments.
Knowledge of reporting tools (SSRS, Power BI) and data governance practices.
Exposure to cloud-based integration platforms and SaaS applications.
Proficiency with APIs (REST/SOAP), XML, JSON, ECF standards.
Experience with Microsoft SQL Server (queries, stored procedures, performance tuning).
Familiarity with middleware platforms (e.g., BizTalk, MuleSoft, message queues) or Tyler interfaces.
Knowledge of ETL tools and data mapping practices.

Preferred Skillset:
Case Management / Enterprise Systems:
Experience configuring, supporting, or implementing large-scale enterprise applications; direct exposure to Tyler Technologies' Odyssey or similar case management systems is highly desirable.
Understanding of justice or court operations and how technology supports case processing workflows.

System Integration:
Practical experience integrating multiple systems through APIs, web services, or middleware (e.g., BizTalk, RabbitMQ, IMS).
Proven track record of developing and maintaining data exchanges between government agencies or third-party partners.

Database & Reporting:
Strong background in relational databases (SQL Server preferred), including writing queries, stored procedures, and optimizing performance.
Experience supporting reporting and analytics platforms (SSRS, Power BI) and ensuring data quality for decision-making.

Testing & Implementation:
Experience participating in system upgrades, feature rollouts, or migrations, including requirements gathering, testing, and production deployment.
Ability to build test cases, troubleshoot issues, and document solutions.

Collaboration & Support:
Experience working with cross-functional teams including IT staff, business users, and external vendors.

Court & Justice Systems Knowledge:
Experience integrating court case management systems (Tyler Odyssey preferred).
Familiarity with justice partner data exchanges (e.g., jail booking, prosecutor/DA, public defender, eCitation, warrants, pre-trial, collections, state reporting).
Understanding of legal documents, retention rules, and compliance standards (NPRA, FOIA, CJIS).

Reporting & Analytics
Experience building or supporting reporting integrations with BI tools, Crystal Reports, SSRS, or Tyler Reporting.

Operational Excellence:

Position Summary
The Implementation & Automation Developer is responsible for designing, developing, and supporting solutions that enhance and modernize the CLIENT use of the Tyler Technologies Odyssey Case Management System (CMS) and other critical operational systems. This role focuses on automating workflows, integrating third-party applications, and ensuring smooth implementation of system upgrades, configurations, and custom solutions.

The developer will work closely with LVJC IT leadership, court operations staff, CLIENT IT, and external vendors (including Tyler Technologies) to deliver technology that improves efficiency, accuracy, and access to justice. Key responsibilities include building system interfaces, scripting automation for routine tasks, supporting data migration and reporting initiatives, and troubleshooting system issues across Odyssey environments.

This role requires strong technical skills in development, database management, and system integration, along with a deep understanding of case management processes. The successful candidate will play a critical role in advancing LVJC's digital transformation, ensuring the Odyssey system supports both current operational needs and future modernization initiatives.

Milestones/Deliverables
System Implementation & Configuration
Support the implementation of Odyssey version upgrades, new modules, and feature rollouts.
Configure system workflows, security roles, and business rules to align with court operations.
Collaborate with Tyler Technologies and CLIENTIT on testing, deployment, and troubleshooting.
Provide test plans, test cases, deployment scripts, release documentation, and issue logs for production rollouts.

Automation Development
Design and implement automation scripts and tools (PowerShell, Python) to streamline repetitive processes such as batch case updates, notifications, and scheduled data extracts.
Build workflow automations within Odyssey to reduce manual entry and improve efficiency.
Document automation processes and provide reusable templates for knowledge transfer.

Integration & Data Management
Develop and maintain integrations between Odyssey and third party applications (e.g., law enforcement, state agencies, document management systems, FOIA tools).
Build and maintain middleware components (BizTalk, RabbitMQ, IMS) supporting secure and reliable data flow.
Develop, maintain, and optimize SQL stored procedures to support Odyssey data integrations, batch processing, and automated workflows.
Work with APIs, web services, and external tools (e.g., JustFOIA, QLess/WaitWell).
Support data conversion, migration, cleanup, and ongoing validation of data accuracy.

Reporting & Analytics
Create and manage SQL stored procedures that serve as the foundation for SSRS/Power BI reports.
Develop automated monthly reporting packages for USJR, CourTools, and internal metrics.
Build SQL/SSRS/Power BI reports and dashboards for court leadership and division managers.
Automate recurring queries to reduce manual intervention.
Provide data validation and quality reports to monitor accuracy and completeness.

Support & Troubleshooting
Provide advanced technical support for Odyssey issues escalated from LVJC IT or operations staff.
Monitor system performance and resolve errors affecting integrations, automations, or reporting.
Diagnose and resolve issues related to stored procedures, including performance tuning and debugging.
Collaborate with County IT to address infrastructure, database, and security-related issues.

Collaboration, Documentation & Knowledge Transfer
Work with court divisions to understand business processes and translate them into technical solutions.
Develop system diagrams, data flow charts, and ERDs for Odyssey-related integrations.
Create developer-level documentation for automation code, APIs, and stored procedures.
Provide user-friendly guides for LVJC staff on new workflows and automated processes.
Contribute to LVJC's IT modernization roadmap and long-term strategy.

Modernization Contributions
Deliverables tied to LVJC's IT roadmap, including proof-of-concept automations, pilot projects, and modernization initiatives.
Continuous improvement recommendations documented with business and technical impact.
