Senior Project Manager, IT
Location: Remote, EST 7:45 AM - 4:30 PM EST, multi-year project
Experience in managing projects related to legacy system replacement with new system. System replacement and modernization within the IT domain. Any experience related to Child Care Information System modernization is highly desired
Overview: Seeking a highly skilled and dedicated Senior IT Project Manager to provide critical project management support for our state government project. This is a unique opportunity for one exceptional personnel resource to contribute significantly to a vital IT initiative that is replacing the legacy solution with a modern system in a phased approach. The project is currently in its maintenance and operation phase and follows a hybrid agile methodology.
Key Responsibilities: Responsible for managing all project management (PM) activities, project lifecycle and producing project deliverables accordingly. Key responsibilities include:
- Project Planning & Execution:
- Creating and maintaining an updated Project Schedule using the prescribed project scheduling tool to reflect activities, dependencies, milestones, start and end dates, assigned resources, and percent of tasks completed.
- Ensuring/participating in weekly updates to the Implementation Master Schedule with the implementation vendor.
- Facilitating and managing all project activities, including the State’s procurement process.
- Conducting lessons learned activities and producing a lessons learned report at project completion.
- Producing a Project Closeout Report at project completion.
- Monitoring & Control:
- Providing detailed project status reports using the State’s Project Management Tool on a weekly basis.
- Maintaining the M&O RAID (risks, actions, issues, decisions) log, updated weekly, with risk meetings held monthly unless otherwise approved.
- Creating and updating project budget records and entering updates with actual expenditures for financial/budget tracking purposes, monthly or as change requests impact the budget.
- Tracking project decisions in a decision log as needed.
- Tracking project action items in an action item log as needed.
- Tracking all project deliverables by use of a deliverable approval matrix as needed.
- Stakeholder & Communication Management:
- Facilitating project meetings (e.g., risk/issue review, status, backlog grooming, release planning, change review).
- Producing meeting agendas (24 hours before) and minutes (24 hours after).
- Producing/updating the stakeholder register on an ongoing basis.
- Working with IT Manager(s) and State governance committees to ensure impacts from changes to scope, schedule, budget, risk, or resources are reviewed, understood, and formally accepted using a State approved Change Request Form, and tracking changes in approved software.
- Quality & Compliance:
- Organizing and archiving project artifacts in the State-designated document repository as needed.
- Ensuring each project is successfully executed and completed on time, within scope, and within budget using State-approved principles.
- Adhering to project management methodologies consistent with the Project Management Institute’s (PMI) Project Management Body of Knowledge (PMBOK) Guide.
- Following processes and the hybrid project lifecycle
- Complying with all applicable State and Agency of Human Services' policies and standards, especially those related to privacy and security.
- Maintaining strict confidentiality of all State Information, and abiding by Security policies.
Required Qualifications & Skills:
- Experience:
- Proven expertise in managing projects using a hybrid approach of waterfall and agile best practices.
- Demonstrated experience with managing large Government IT projects.
- Extensive experience with managing projects for system replacement and/or upgrade.
- Experience balancing the need for system customization with system maintenance and sustainability.
- Ability to manage projects with phased implementations, multiple business units, vendors, and consultants.
- Considerable knowledge of business analysis methods and the application of those methods.
- Proven reliability and technical skills to assist the State in managing maintenance and operations tasks.
- Certifications & Training:
- PMP Certification (Preferred).
- Technical Proficiency:
- Proficiency with Azure DevOps and Microsoft Office products (v2007 or newer: Word, Excel, Project, Visio, etc.), and Adobe PDF.
- Experience using a Project Management Tool for detailed status reporting.
- Ability to utilize State-provided tools and data via an Azure Virtual Desktop or other State-provided equipment.
- Professional Conduct:
- Must behave and perform in a professional, ethical, and respectful manner.
Preferred Qualification:
- Experience with childcare IT solutions.
