IT PROJECT MANAGER (PLCYPLN)

Summary

You will serve as a MANAGER in the COMMUNICATIONS & NETWORKS DEPARTMENT of NAVWARSYSCEN PACIFIC SAN DIEGO CA.

Duties

• You will oversee various projects that span across the entire acquisition lifecycle and includes the modeling and simulation, analysis, architecture,
  
  research, development, test, evaluation, and support disciplines.
• You will participate in technical discussions, including the tactical afloat networks and data centers, cyber security and architectures, interfaces and constraints of communication systems, enterprise-level system-of-system engineering.
• You will understand all aspects of science and technology with a special emphasis on cyber security and network protocols and computing architectures, as well as maintenance and oversight of capital assets.
• You will work closely with the other Division Heads, the Deputy Department Head, Business Portfolio Managers, Lead systems Engineer, and Business Financial staff to execute the strategic plans and policies established by the Department Head.
• You will serve as the supervisor of the Division Staff and works with the Division Deputy for Operations to manage the Branch Heads.
• You will provide advice, administer, supervise, or perform professional, scientific or technical work such as engineering projects, systems, processes, equipment, devices and material or methods.

• This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 722 Advanced Level within 6 months of appointment
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
• Generally, current Federal employees applying to STRL jobs must serve at least one year at the next lower grade level. All qualifications and pay band requirements must be met by the closing date of this announcement and documented in your resume

Qualifications

NM-05:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NM-04 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Lead technical discussions on tactical afloat networks, data centers, cybersecurity, tactical platform architectures, and communication system constraints. Maintain expertise in enterprise systems-of-systems engineering, S&T, cybersecurity, network protocols, and computing architectures. Also manage and oversee capital assets to ensure operational integrity and mission readiness.

NM-04:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or NM-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Participate in technical discussions on tactical afloat networks, data centers, cybersecurity, platform architectures, and communication system constraints. Maintain expertise in enterprise systems-of-systems engineering, S&T, cybersecurity, network protocols, and computing architectures. Responsibilities include overseeing capital assets to ensure reliability and mission readiness.
