Job Details

We are looking for candidates for the position of Quality Assurance & Safety Manager position. Below is the job description.

Key Responsibilities / Requirements:

  • Strong knowledge of OSHA regulations, safety management systems, and accident prevention techniques.

  • Experience working in Transportation authority or Transit agencies such as MTA, NYCT, LIRR, Metro-North, or Amtrak.
  • Ability to monitor and track safety performance metrics; report trends and findings to management.
  • Responsible for developing, implementing, and maintaining quality management systems and procedures to ensure that all project deliverables meet established standards and client requirements.
  • Experience working on carborne and wayside installations, create Safe Work plan, review safety data sheets and manage Material Data Sheets.

  • Safety Management System (SMS) Implementation

  • Develop and maintain the organization s Safety Management Plan, aligning with FTA 49 CFR Part 673 and AREMA practices.
  • Lead hazard identification, risk assessment, and mitigation tracking across infrastructure, systems, and operations.
  • Chair or support Safety Certification Review Committees (SCRC) and System Safety Working Groups.
  • Manage safety assurance activities through all design stages 30%, 60%, 90%, and commissioning.
  • Conduct Safety Case development and verification for system integration (signaling, traction power, communications).
  • Lead and document jobsite safety audits, inspections, and hazard analyses for construction and maintenance activities.
  • Ensure contractor compliance with OSHA 29 CFR 1926, FRA roadway worker protection, and local safety codes.
  • Investigate incidents, near-misses, and property damage events using root-cause analysis (TapRooT, RCA, or 5-Whys).
  • Oversee lockout/tagout (LOTO) procedures, electrical safety, confined space, and track-access coordination.
