Job Title: Transformation Project Manager

Project Overview
A major public sector agency is executing a $50 million Transformation Program to modernize its technology infrastructure, data management practices, and IT operations. The program involves transitioning from legacy custom-built systems to commercial off-the-shelf (COTS) solutions, enhancing data governance capabilities, and improving internal IT processes.
The Transformation Project Manager will support and coordinate multiple workstreams to ensure alignment with strategic goals, schedule adherence, and efficient project delivery. This role will involve close collaboration with internal teams and other program/project managers to drive program success.
Key Responsibilities
Lead and support Agile, Waterfall, or hybrid project management efforts.
Manage project planning, scheduling, scope, budget, risks, and change control activities.
Oversee software implementation projects including COTS, SaaS, and custom systems.
Coordinate technology operations readiness efforts to ensure successful transitions.
Track and report project milestones and deliverables using established tools and templates.
Organize and facilitate project meetings, stakeholder sessions, and cross-functional collaboration.
Support development and rollout of improved IT support processes, training, and procedures.
Drive efforts for establishing data ownership, stewardship, and governance frameworks.
Assist with procurement processes and vendor coordination as needed.
Ensure documentation and knowledge transfer to maintain work continuity.
Minimum Qualifications
Proven experience managing large, complex transformation or technology implementation projects.
Expertise in hybrid project management methodologies (Agile, Waterfall, Iterative).
Solid understanding of the Software Development Life Cycle (SDLC).
Familiarity with data migration, system interfaces, and data governance practices.
Proficiency in project management tools such as Microsoft Project, Azure DevOps, Planview, or equivalent.
Strong communication skills verbal and written with the ability to engage both technical and non-technical stakeholders.
Ability to coordinate across multiple projects, prioritize tasks, and escalate issues effectively.
Strong organizational and problem-solving skills with a proactive and collaborative mindset.
Preferred Qualifications
Certification in Project Management (PMP or equivalent).
Experience managing public sector or government IT initiatives.
Background in procurement and contract management.
Demonstrated success in managing data-focused or operational readiness projects.
Experience delivering training or facilitating end-user adoption of new technologies.
