Lead Software Systems Engineer

The Boeing Company is looking for a Lead Software Systems Engineer for NATO (North Atlantics Treaty Organization) & OMS (Open Mission Systems) to join the Phantom Works Open C2 Mission Systems Software team located in Fairfax, Virginia. This position will focus on supporting the Boeing Defense, Space & Security (BDS) Software Engineering organization.
Boeing presently supports NATO Unmanned Command and Control (C2) and Autonomy efforts, driving changes to several standards used by Boeing and all Unmanned Systems developers. This software engineer supports direct involvement with NATO Unmanned C2 efforts. Specifically, the role's responsibilities include:

- Provide guidance to Boeing programs on the use of NATO C2 Standards
- Submit recommended changes to NATO standards, review recommended changes provided by others, and ensure Boeing interests are represented in evolving standards
- Act as a focal for Boeing Company interaction with NATO standards development working groups concerning unmanned vehicles, use of autonomy and command & control
Position Responsibilities:
- Researches and oversees implementation of current and emerging technologies, tools, frameworks and changes in regulations relevant to software development.
- Partners with appropriate stakeholders to inform system definition and oversees translation of system-level requirements into software requirements and models that meet customer, operational and performance requirements and have clear traceability to design, code and test artifacts.
- Establishes and maintains working relationships with NATO leadership in unmanned systems working groups
- Provides guidance to Boeing programs on the use of NATO C2 Standards
- Submits recommended changes to NATO standards, review recommended changes provided by others, and ensure Boeing interests are represented in evolving standards
- Acts as a focal for Boeing Company interaction with NATO standards development working groups concerning unmanned vehicles, use of autonomy and command & control
- Collaborates and consults with software engineering leads, test leads, and the system design teams on Boeing programs, concerning key decisions regarding OMS functional allocations and responsibilities, software architecture, software requirements and test strategies.
- Technically represents Boeing OMS to outside organizations and discusses changes to the OMS Standard, both from within Boeing and from outside companies.
- Works with all Air Dominance Programs within Boeing to advise on NATO and OMS Standards implementations.
- Works with all Air Dominance Programs within Boeing to create and submit changes to NATO and OMS Standards.
- Serves as a subject matter expert and must have experience in Open C2 Standards development.
- Must work well in a group setting and have strong inter-personal and communication skills. Trains and mentors others.

Basic Qualifications (Required Skills/ Experience):
- 10+ years of experience working with any of the following Customers: Department of Defense (DoD), International Customers, NATO; or the United States Air Force (USAF)
- 10+ years of experience in Interface management to include interface control documents and interface design documents
- Experience in systems engineering (i.e. system or software requirements, development, and/or test)
- Experience defining Open Mission Systems (OMS)
Preferred Qualifications (Desired Skills/Experience):
- 10+ years of experience with NATO STANAG Standards such as STANAG 4586 and 4817
- Experience Universal C2 Interface (UCI) Systems
- Master of Science degree from an accredited course of study in engineering, engineering technology (includes manufacturing engineering technology), chemistry, physics, mathematics, data science, or computer science
- Skill and ability to: collect, organize, synthesize, and analyze data; summarize findings; develop conclusions and recommendations from appropriate data sources.
- Knowledge of company, state, federal and/or International compliance regulations (e.g. import/export, intellectual properties, International Standards Organization [ISO], Federal Aviation Administration [FAA], Joint Aviation Authorities [JAA], International Civil Aviation Organization [ICAO], International Traffic In Arms Regulations [ITAR]).
- Knowledge of customer's/supplier's organization, processes, policies and procedures, products, requirements, capabilities, practices, support resources, preferences, constraints, etc.
- Knowledge of engineering discipline(s) (e.g., electrical, mechanical, software engineering) applied to product related systems (e.g., aircraft, avionics, propulsion, spacecraft, information/ communication systems) throughout the product development life cycle, from concept development to deployment.
- Knowledge of specification format requirements, guidelines, and change control processes. Understanding of relationship between specifications/standards and aircraft/product certification systems.
- Knowledge of product lifecycle, including manufacturing, deployment, modification, aging and continued service, and disposal.
- Knowledge of how to derive and allocate requirements (e.g., system, sub-system, software) and show traceability throughout the product lifecycle.
- Knowledge of software development processes in compliance with established internal and industry standards, guidelines, and best practices in the development, testing, and deployment of software.
- Knowledge of implementation, validation, and verification processes, practices, and guidelines to ensure software development quality, performance, and safety.
- Ability to understand the big picture and the inter-relationships of all positions and activities in the system, including the impact of changes in one area on another area. This includes the ability to see and understand the inter-relationships between components of systems and plans, anticipate future events, and apply the principles of systems thinking to accelerate performance.
