Short Summary

The DC Office of the Chief Technology Officer (OCTO) is migrating its enterprise integration platform from Oracle SOA Suite to a modern cloud-based solution. The consultant will play a key role in developing new integrations and migrating existing on-premise integrations to the cloud, driving the agency s digital modernization efforts.


Job Description

OCTO s Data Services team is seeking an experienced Data/Web Services (Cloud) Engineer with deep hands-on expertise in application integration, cloud solutions, and enterprise middleware. This role involves designing, building, and deploying complex integrations across hybrid environments using modern cloud platforms.

The ideal candidate has prior experience implementing enterprise-grade integration platforms such as Oracle SOA, Microsoft Azure, or other cloud-based iPaaS solutions, with a strong technical foundation in API development, SOA governance, and web services.


Key Responsibilities
  • Lead and support OCTO s migration from Oracle SOA Suite to a cloud integration platform.
  • Design, build, and deploy new cloud-based integrations across enterprise applications.
  • Coordinate IT project management, engineering, QA, and risk management activities.
  • Develop, implement, and maintain system standards, documentation, and procedures.
  • Collaborate with cross-functional teams to ensure smooth integration and deployment.
  • Provide technical training and operational support to users.
  • Perform monitoring, maintenance, and upgrades of applications and middleware components.
  • Troubleshoot and resolve complex integration and connectivity issues.
  • Ensure compliance with OCTO s SDLC, security, and performance standards.

Required Qualifications
  • 16+ years of IT experience, including 6+ years of direct hands-on integration development.
  • Proven track record implementing at least 2 integration projects using Oracle SOA, Azure, or other cloud iPaaS solutions.
  • Expertise in Enterprise Service Bus (ESB) tuning, configuration, and performance optimization.
  • Strong background in Web Services (WSDL 1.1/2.0, XML, REST, SOAP), J2EE, .NET, API development, and SOA Governance.
  • Hands-on experience with enterprise connectors (Salesforce, PeopleSoft, ServiceNow, SAP Ariba, Box, Oracle ERP).
  • Knowledge of integration protocols (FTP, FTPS, SFTP, PGP, GPG).
  • Proficiency with middleware components message queues, business rules, ESB frameworks.
  • Cloud expertise with Azure, AWS, Google Cloud Platform, or Oracle Cloud; hybrid configuration experience preferred.
  • Familiarity with Microservices architecture is a plus.
  • Strong analytical, documentation, and multitasking skills.
  • Ability to deliver results independently or as part of a collaborative team.

Education
  • Bachelor s degree in Information Technology, Computer Science, or related field (or equivalent experience).
